The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 9, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 6, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Jason Shanks called the meeting to order.  Those present were as follows: Jack Godberson, Member; Paul Skidmore, Member;  Billie Chrz, Assistant District Attorney (ADA); Susan Keen, Kay County Assessor; Steve Kelley, Kay County Sheriff; Dennis Bonewell, Emergency Management Director; Brenda Medlock, OSU Extension; Kristi Woolley, Oklahoma Juvenile Affair; Claude Williams, Taxpayers for Transparency; Cody Griesel, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).

Motion was made by Skidmore and seconded by Godberson approving regular meeting minutes of

April 2, 2018.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Godberson approving Oklahoma Juvenile Affair Claim for December 2017 in the amount of $2,525.82.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Skidmore approving and noting the County Clerk has received record of the Unclaimed Mineral Interest and the Clerk will maintain the list for public viewing.  Clerk Reese said by her reporting to the BOCC and noting the receipt in the minutes the public may be informed.    Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Godberson approving on Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office:  Conoco Phillips.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Trane Service Agreement for the air-chiller unit:  ADA Billie Chrz said after review of the agreement she had several concerns.  She mentioned automatic renewal, possible rate changes, interest charges, and the beginning date of the agreement would start in one fiscal year and enter into the next fiscal year.  BOCC asked Clerk Reese to contact Trane with these concerns and have them make changes to this agreement.

 

Motion was made by Godberson and seconded by Skidmore Tabling Trane Service Agreement for the air-chiller unit.   Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects: Commissioner Godberson stated crews are blading and hauling material to roads district wide, cleaning ditches on Prentice and Prospect, putting in pipe on Hubbard Rd., boom mowing on Furguson, Longwood, Rockcliff & Hubbard Rds., cleaning ditches on Silverdale and South Ave. and installed 3” culvert pipe on “S” Silverdale Lane.

 

Commissioner Shanks said his crews are hauling beams to Bridge 50, blading, boom mowing and should finish up on Prentice Rd. then move to Enterprise Rd. and start taking out trees.

 

Commissioner Skidmore said his crews are grading, hauling sand and shale and patching holes on roads, ripping and screening shale at Redding pit, using the chipper/shredder cleaning up sites where trees have been cut, taking out trees on Judo and Gate Rds., working on culverts, putting out signs and picking up trash.  Crews finished culvert work on Earth Rd. and all bridge materials are out and on “P” and work has started south Hubbard Rd.  Crews continue to work in shop servicing trucks and building and painting new barricades. 

 

Motion was made by Skidmore and seconded by Godberson approving Joint Instructions for Disbursement of Residual Funds from the Environment Remedy Escrow on Invoice #ECE937 in the amount of $13,144.04.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Godberson approving to go out for bid for carpet and window blinds for Court Rooms A & B.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Godberson approving the following March 2018 Kay County Monthly Reports:  Treasurer; Assessor; Election Board.    Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Skidmore approving Resolution No. 17, 18-147, Kay County Dist#2 is not going to utilize the availability of $235,000 funding from the County Road Machinery and Equipment Revolving Fund for a used Motor Grader (140M) or equal.  Skidmore asked Shanks what the timeline was and Shanks told him April 12th.  Shanks said his plan was to buy graders but he is not able to increase the lease purchase payment.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.]  Sheriff Kelley told about a bomb threat that had been made at the jail on Friday.  The male caller said he had TNT and dynamite.  Sheriff Kelley said the inmates were placed on lockdown and said other law enforcement agencies were contacted.  He said the call was traced and there was no real threat.  Sheriff said he submitted a request to the District Attorney for an arrest.
