The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 26, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 23, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Member Paul Skidmore called the meeting to order.  Those present were as follows: Jack Godberson, Member; Brian Hermanson, District Attorney (DA); Steve Kelley, Kay County Sheriff; Dennis Bonewell, Emergency Management Director; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).    Absent:  Chairman Jason Shanks

 

Member Paul Skidmore led the Flag Salute.

 

Motion was made by Godberson and seconded by Skidmore approving regular meeting minutes of

March 19, 2018.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Godberson and seconded by Skidmore approving on Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office:  Fidelity National Title.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects: Commissioner Godberson stated crews are blading and hauling material to roads district wide, installed three new culvert pipes two on Furguson and one on west Highland, boom mowing on Prentice Rd., cleaning out culvert pipes on east Prospect, asphalt patching on South Ave. and Austin Rd. and cleaned out ditches on Hubbard and “Q” Str.

 

Commissioner Skidmore said his crews have graded roads, hauled sand and shale, and have been working in the shop cleaning and repairing tires.  He said crews are ripping shale at Redding pit, cutting trees along county right-of-way on Earth Rd.  Skidmore said crews delivered materials to Bridge 215A on “P” Str. (contractor on site).  He also noted crews are changing oil and filters in shop and working on two trucks.

 

Motion was made by Godberson and seconded by Skidmore approving going out for bid on a 1” Asphalt Overlay on South Avenue, Dist#1.  Commissioner Godberson told this project would be for a little over one mile and would be 90% paid by a land owner.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Godberson approving to go out for bid on an Asphalt Overlay on Hubbard Rd., Dist#3.    Commissioner Skidmore told this is a continuation of Kildare Rd. on Waverly and Hubbard and it’s a 1.5 mile project that has been on the 5 year plan and will be paid out of CIRB funds.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Godberson Tabling Bid#2018-13 Radiant Heaters, Dist#3 (opened in BOCC meeting on 3-19-18).  Skidmore asked for further review by DA Hermanson. .  Motion carried:  Godberson, aye; Skidmore, aye.

 

Quotes on a 1000 gallon septic tank, Dist#3:  Hausners-$685.00; R&W Concrete-$700.00; Core & Main-$994

 

Motion was made by Skidmore and seconded by Godberson approving and awarding the lowest quote from Hausners in the amount of $685.00 for a 1000 gallon septic tank, Dist#3.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Quotes for a septic tank pump system, Dist#3:  Pumps of Oklahoma-$1126.40; Wells Plumbing-$1,155.44; HD Water Works-$1,364.00

 

Motion was made by Godberson and seconded by Skidmore approving and award the lowest quote to Pumps of Oklahoma-$1126.40 for a septic tank pump system, Dist#3.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Godberson approving Interlocal Agreement between the Board of Commissioners of Kay County and the City of Blackwell (work force provided by Dist#3 shall operate their machinery or equipment located on the work site).  DA Hermanson noted he approved as to form.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Godberson and seconded by Skidmore approving the following Resolutions to Deposit Funds:  Res#17, 18-135, Child Abuse Prevention-$816.77, juror donations; Res#17, 18-136, Highway Dist#1-$1,035.30, sale of gauge culvert pipe, sale of scrap metal; Res#17, 18-137, Use Tax-$4,500.00, reimbursement for 2018 Pictometry fly-over; Res#17, 18-138, ETR Loan Dist#2-$150,000.00, Invoice#383-Chip & Seal on Union Rd..  Motion carried:  Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Skidmore approving the following Transfer of Appropriations:  General Government Maintenance & Operations-$30,000.00 to General Government Juvenile Shelter.  Motion carried:  Godberson, aye; Skidmore, aye.

 

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.]  None.

 

Commissioner Skidmore and DA Hermanson stepped out of the meeting at 9:26 a.m.; Commissioner Skidmore returned at 9:28 a.m. and DA Hermanson left to attend court. 

 

No action was taken on Payroll with warrants to be released on March 28, 2018 (none were presented).
