The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 12, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 9, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Member Paul Skidmore called the meeting to order.  Those present were as follows: Jack Godberson, Member; Brian Hermanson, District Attorney (DA); Steve Kelley, Kay County Sheriff; Susan Keen, Kay County Assessor; Dennis Bonewell, Emergency Management Director; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).  Absent:  Chairman Jason Shanks

 

Member Paul Skidmore led the Flag Salute.

 

Motion was made by Godberson and seconded by Skidmore approving regular meeting minutes of

March 5, 2018.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

No action taken on Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office (none were presented).

 

Motion was made by Godberson and seconded by Skidmore approving the Service & License Agreement Contract Information, Statement of Work, and the Master Services Agreement with CivicPlus (hosting website).  DA Hermanson told after going back and forth with CivicPlus regarding some of the language in the contract they were able to come to an agreement and several provisions were struck.  DA Hermanson said he approved the contract as to form.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects: Commissioner Godberson stated crews are blading and hauling material to roads district wide, cleaned out ditches on Coleman and Hubbard Rds., boom mowing on North Prentice Rd., installed two new culvert pipes on “R” Str., Furguson and Hubbard Rds. and finished installing 15 ton signage on North Pecan.

 

Commissioner Skidmore said his crews have graded roads, hauled sand and shale, and have been working in the shop cleaning and repairing tires.  He said crews have picked up trash on county roads and have been repairing signs.  Skidmore noted crews are cutting trees along the county right-of-ways and running the packer on roads packing and breaking down shale.  He said crews have finished tearing out the “P” Str. Bridge south of Hubbard and lining up the new bridge. 

 

Motion was made by Godberson and seconded by Skidmore approving to go out for bid on a CBRI Chip & Seal Project on Union and Tower Rd., approximately 5.7 miles, Dist#2.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Godberson and seconded by Skidmore approving Purchase Contract for the Lease/Purchase John Deere 672G Motor Grader equipment through the County Road Machinery and Equipment Revolving Fund, Dist#3.  Motion carried:  Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Skidmore approving the following Kay County Monthly Reports for February 2018:  Treasurer; Assessor; Election Board; Health Department; County Clerk.  Motion carried:  Godberson, aye; Skidmore, aye. 

 

Motion was made by Godberson and seconded by Skidmore approving AMENDMENT to Resolution No. 18, 19-19 regarding Kay County zoning ordinances (adding no county-wide ordinances or building codes have been enacted in Kay County).  Motion carried:  Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Skidmore approving the following Resolutions to Dispose of Equipment: Res#17, 18-130, Hwy. Dist#1-2005 Road Groom, surplus to be sold at Gary Potter Annual Farm Auction on April 14, 2018; Res#17, 18-131, Hwy. Dist#1-JD Cx15 10 ft. Wing Rotary Mower, surplus to be sold at Gary Potter Annual Farm Auction on April 14, 2018; Res#17, 18-132, Hwy. Dist#1-Herbicide Sprayer Wylie, surplus to be sold at Gary Potter Annual Farm Auction on April 14, 2018.  Commissioner Godberson said this is equipment Dist#1 never uses.  Motion carried:  Godberson, aye; Skidmore, aye.

Commissioner Godberson and Sheriff Kelley stepped out of the meeting at 9:32 a.m. and returned at 9:34 a.m. 

 

DA Hermanson left the meeting to attend court (9:40 a.m.).
