The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 29, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on January 26, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Jason Shanks called the meeting to order. Those present were as follows: Jack Godberson, Member; Paul Skidmore, Member; David Wilkie, Assistant District Attorney (ADA); Dennis Bonewell, Emergency Management Director; Brenda Medlock, OSU Extension; Gary Sharp, Cummins Equipment; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. Chairman Jason Shanks led the Flag Salute.
Motion was made by Godberson and seconded by Skidmore approving regular meeting minutes of
January 22, 2018. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Motion was made by Shanks and seconded by Godberson approving Application for Financial Assistance County Burial and Affidavit of Financial Inability to Pay. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Questions were asked by Commissioner Godberson regarding policy, amount, etc. on these types of applications. Clerk Reese told the county has a “charity” account and budgets for this each year; she said the commissioners voted to pay up to $500 on such applications.
Motion was made by Skidmore and seconded by Godberson approving Reimbursement for Election Board Secretary Salary for the month of January 2018. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Motion was made by Skidmore and seconded by Godberson approving Cooperative Extension Services Agreement between the Oklahoma State University Acting for and on Behalf of Its Cooperative Extension Service and the United States Department of Agriculture and the BOCC for the period of July 1, 2017 through June 30, 2018. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Motion was made by Godberson and seconded by Skidmore approving Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office: John B. Hayes Real Estate & Auction, Inc. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects:
Commissioner Godberson stated crews are blading and hauling material to roads district wide, boom mowing on Prentice, Longwood, Prospect, Furguson and Rocky Ridge, removing and cutting trees from on Prospect, Prentice, North and South Ave., cleaning ditches. Digging out pipe on Prentice and putting guard rail back up on a bridge on Ranch Dr.
Commissioner Shanks noted crews are working on Judo Rd. east of town hauling rock and blading. Crews were going to attend a pipeline safety meeting but it was cancelled.
Commissioner Skidmore said his crews cleaned and returned a six-wheel dump truck to Yellowhouse. Crews are working in the shop servicing trucks, worked on the screen plant and moved it back down to the shale pit, digging shale at the Smethers shale pit, fixing signs and picking up trash on the roadways. Skidmore noted the loader is in the shop getting worked on. He also told crews have been hauling sand and wind farm rock around the Braman area and cleaning out trees from the right-of-way on “O” Street and Adobe.
Motion was made by Shanks and seconded by Godberson approving Construction Contract by and between River Ridge Construction and Kay County, Bid#2018-9 Bridge Project (labor only), Dist#2. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Motion was made by Skidmore and seconded by Shanks approving Enviro Clean Services, LLC Invoice#EC#913 in the amount of $34,214.73 for smelter waste cleanup. Skidmore verified work had been done and he approved. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
Motion was made by Skidmore and seconded by Godberson approving the following Resolutions to Deposit Funds: Res#17, 18-116, Highway Dist#2-$1,863.47, refund for overpayment on lease of grader; Res#17, 18-117, highway Dist#2-$282.08, refund for a payment made in error. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.] None.
Motion was made by Godberson and seconded by Skidmore approving and awarding Bid#2018-12 Used Motor Grader, Dist#1 (opened in BOCC meeting on 1-22-18) to Cummins Equipment in the amount of $223,000; he noted he was accepting the grader with 640 hours. Godberson said this was the low bid. Motion carried: Shanks, aye; Godberson, aye; Skidmore, aye.
ADA David Wilkie left the meeting to attend court.
