The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, January 22, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 19, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Jason Shanks called the meeting to order.  Those present were as follows: Jack Godberson, Member; Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Dennis Bonewell, Emergency Management Director; Brenda Medlock, OSU Extension; Dusty Biddle, Yellowhouse Machinery; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).

 

Chairman Jason Shanks led the Flag Salute.

 

Motion was made by Godberson and seconded by Skidmore approving regular meeting minutes of

January 16, 2018.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Godberson approving to enter into a Kay County Public Building Authority special meeting (9:07 a.m.).  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Godberson approving to re-enter the BOCC regular meeting (9:12 a.m.).  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Motion was made by Godberson and seconded by Skidmore approving Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office.  DA Hermanson approved as to form:  Brining Insurance; Bill Hobbs.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects:

Commissioner Godberson stated crews are blading and hauling material to roads district wide, boom mowing on Prentice Rd., “R” Street, Hubbard Rd. and Rocky Ridge, removing trees from corner of Prentice and Coleman Rds., checking signs, posts and reflectors for repairing and/or replacing district wide.

 

Commissioner Shanks noted crews are boom mowing, grading roads west of town and working at Judo Rd. on a road project.

 

Commissioner Skidmore said his crews were digging and piling sand from the river and continue pushing it up for future uses, hauling sand to Bender Rd., working in the shop servicing trucks, working on the screen plant, changing tires and rims, working on air lines, fixing signs, picking up trash on roadways, and hauling chunks of asphalt from bridge on Hubbard Rd. project to Adobe property.

 

Motion was made by Skidmore and seconded by Godberson approving the following Kay County Monthly Reports for December 2017:  Treasurer; Court Clerk.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Godberson approving the following Resolutions to Deposit Funds:   Res#17, 18-115, Highway Dist#2-$3,100.00, BIA 6 Bridge Project, FY17-18.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.]

 

Motion was made by Shanks and seconded by Skidmore approving and awarding Bid#2018-9 Bridge Project, Dist#2 (opened in BOCC meeting 1-16-18) to Rail Road Yard (materials)-$64,621.74 and to River Ridge Construction (labor)-$49,259.58.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

DA Hermanson and Commissioner Skidmore stepped out of the meeting; Skidmore returned to meeting at 9:30 a.m. and DA Hermanson left to attend court.
