The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 16, 2017, in Courtroom B on the 2nd floor of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on October 13, 2017, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Paul Skidmore called the meeting to order. Those present were as follows: Jason Shanks, Member; William J. McAllaster, District#1 First Deputy; Brian Hermanson, District Attorney (DA); Susan Keen, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Marilee Thornton, Kay County Court Clerk; Steve Kelley, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Kay County Emergency Management; Jack Godberson; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk. Chairman Paul Skidmore led the Flag Salute.
Motion was made by Shanks and seconded by McAllaster approving regular meeting minutes of
October 10, 2017. Motion carried: McAllaster, aye; Shanks, aye; Skidmore, aye.
Processing Safety Awards for Kay County employees: Clerk Reese told about the safety awards regarding withholding retirement, social security and Medicare. She said the county would be paying out a total of $311.13 per employee and the employee would be receiving around $221.87 out of the $250 award. Reese said approximately $23,000 was spent last fiscal year on 91 employees and stated the funds came out of the Health Benefit account. She told the BOCC she would like to have a sub-account titled “Safety Awards” under Insurance/Benefits to make the process easier due to the coding of the withholdings. She told the BOCC would need to do a Transfer of Appropriations from the Health Insurance account to the new Safety Awards account. Reese said this would be a good time to make the change since Kay County is one of the BETA counties in creating the new chart of accounts for counties state-wide.

Motion was made by Shanks and seconded by McAllaster approving Agreement by and between the BOCC and the following for remote terminal capabilities with the Assessor’s Office. Dolese Brothers Co. for remote terminal capabilities with the Assessor’s Office; Elizabeth A. Young. Motion carried: McAllaster, aye; Shanks, aye; Skidmore, aye.
Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects:
First Deputy McAllaster stated crews are grading, hauling gravel district wide, mowing and patching asphalt on Rock Cliff Road.
Commissioner Shanks noted crews are blading and hauling rock.
Commissioner Skidmore stated crews ripped shale at shale pit and hauled shale to roads, hauled crusher to roads, mowing and repairing signs. He said crews are also working on trucks in the shop.
Motion was made by Shanks and seconded by McAllaster approving Notice to Proceed and Construction Contracts on the following county roads, Dist#1: Rockcliff Rd. – Asphalt Overlay-Bid No. 2017-15; Enterprise Rd. – Asphalt Overlay-Bid No. 2017-16; Rainbow Rd. - Asphalt Overlay-Bid No. 2017-17. Discussion was made regarding the 2017/2018 Estimate of Needs and Financial Statement of the Fiscal Year 2016-2017 and Sinking Schedules June 30, 2017 and Sinking Fund Estimate of Needs for the Fiscal Year Ending June 30, 2018 for Kay County. Buddy Carroll, Chas W. Carroll, P.A., the county’s budget maker, went over the Real, Personal and Public Service Valuations and the budgetable amounts. He talked about the pending Public Service Protest, jail expenses and noted the county needed to be cautious and conservative. Questions were asked and answered.
Motion was made by Shanks and seconded by McAllaster approving to sign the 2017/2018 Estimate of Needs and Financial Statement of the Fiscal Year 2016-2017 and Sinking Schedules June 30, 2017 and
Sinking Fund Estimate of Needs for the Fiscal Year Ending June 30, 2018 for Kay County. Motion carried: McAllaster, aye; Shanks, aye; Skidmore, aye.
