The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 31, 2017, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 28, 2017, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Paul Skidmore called the meeting to order.  Those present were as follows: Jason Shanks, Member; William J. McAllaster, District#1 First Deputy; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Sean Grigsba, Kay County Undersheriff; Dennis Bonewell, Guy Clark, Northcutt Law Firm; Emergency Management; Jerald Stone; Sharon Rowen, Ponca City News; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).   

 

Chairman Paul Skidmore led the Flag Salute. 

 

Motion was made by Shanks and seconded by McAllaster approving regular meeting minutes of July 24,

2017.  Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye.

 

Motion was made by Shanks and seconded by McAllaster approving Service Agreement/Business Associate Agreement by and between the Kay County Health Department and R.K. Black, Inc., to provide copier maintenance service on Four (4) copiers for the Blackwell and the Ponca City locations.  DA Hermanson noted the wrong title was listed on last week’s agenda but has been corrected and he approved as to form.  Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by McAllaster approving Juvenile Detention Services Agreement by and between Oklahoma Juvenile Justice Services, Inc. and the BOCC, $40 a day per child for fiscal year 2017/2018.  DA Hermanson approved as to form.  Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye. 

 

Commissioners Sale on the following properties:  408 and 408 ˝ S. 10th Ponca City, Bluffdale Addition Blk 19, S2 Lot 3 and all Lots 4-6, School Dist#71A.   Treasurer Christy Kennedy asked for BOCC to come back to this item because her office was still going through the bidding process for this property. 

 

Motion was made by Shanks and seconded by McAllaster approving hiring Engineering Solutions, LLC as the Engineers for the structural service of the new steel building purchased by District#3 from Pinnacle, Engineering services not to exceed $6,200.00.  Chairman Skidmore said he spoke with State Auditor’s office and was told he did not need to bid but approve in BOCC meeting since it is for professional services.   Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye.

 

Motion was made by Shanks and seconded by McAllaster approving Public Service/Pipeline Crossing Line Installation beginning NE SE Sec10 T25N R2E ending NW SW Sec11 T25N R2E (Pleasant View Rd), D#1.  Deputy McAllaster said this was for Continental Carbon Company to install an overhead power line.   Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye.

 

Quotes received for repairs/rebinding/laminating thirty (30) Deed Books Kay County Clerk’s Office:  McSpadden Book Binding & ACE Bookbinding Co.-vendors do not do in-house and want books shipped to them; Ham Bookbinding-$10,000.00.  County Clerk Reese told BOCC she is not comfortable shipping books back and forth for fear of books/pages getting lost or damaged, plus incurring shipping fees.   She said Ham Bookbinding brings his equipment to the courthouse and does all the repairs at the courthouse.

 

Motion was made by Shanks and seconded by McAllaster approving and accepting quote from Ham Bookbinding in the amount of $10,000.00 for repairs/rebinding/laminating thirty (30) Deed Books in the Kay County Clerk’s Office.  Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by McAllaster approving reimbursement for Election Board Secretary Salary for the month of July, 2017.   Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by McAllaster approving Title Sheet, Project# STP-236C(039)CI, Bridge Replacement Project, Bois D’Arc Creek and Kildare Creek.  Chairman Skidmore this is in his District on Waverly and Hubbard Rd.  Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye.  

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects:

First Deputy McAllaster stated Evans Construction finished laying asphalt on 106 Lane and Ferguson.  He told the centerlines would be marked later this week and crews are shouldering the road.  McAllaster told crews were cleaning debris from culverts and mowing Lake and Prentice Rd.

 

Commissioner Shanks noted he had trucks out hauling rock on Fork and Prentice Rds. where the roads had been pulled.  He said crews were blading and hauling rock.

 

Commissioner Skidmore stated crews ripped shale at the shale pit, hauled shale and rock to roads, grading and pulling ditches, spraying and mowing roadways and hauled FEMA rock to different areas. His crews are also moving supplies and equipment over to the new yard and picked up equipment in Oklahoma City that was purchased from Oklahoma State Surplus.  Crews removed trees on Hartford west of 92nd and replaced culvert.  Skidmore said they have been repairing lots of flats on trucks, trailers and graders.

 

Commissioners Sale on the following properties:  408 and 408 ˝ S. 10th Ponca City, Bluffdale Addition Blk 19, S2 Lot 3 and all Lots 4-6, School Dist#71A.    Deputy Treasurer Rhonda Stephens said originally a bid had been received by Maribel Ocampo for $2,000.00 to purchase mentioned property and then a bid came in today from Bradley Miller for $2,001.00.  The question was asked if this bid was open to the public.  Treasurer Christy Kennedy told the bid was advertised for three weeks and it was open for anyone to bid on.

 

Motion was made by Shanks and seconded by McAllaster approving and accepting the bid from Bradley Miller in the amount of $2,001.00 for Commissioners Sale on the following property:  408 and 408 ˝ S. 10th Ponca City, Bluffdale Addition Blk 19, S2 Lot 3 and all Lots 4-6, School Dist#71A.  Motion carried:  McAllaster, aye; Shanks, aye; Skidmore, aye.

New Business [As per 1991 O.S. 25§311.A.9-‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.]  DA Hermanson told the Western Farmers law suit was dismissed and filed and stated the case is over.

 

DA Hermanson left the meeting to attend court.
