The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in special session at 2:30 o’clock p.m. on Wednesday, September 21, 2016, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 16, 2016, at 3:45 p.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Vance Johnson called the meeting to order.  Those present were as follows:  Jason Shanks, Member; Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Everette Van Hoesen, Kay County Sheriff; Steve Kelley, Kay County Sheriff Elect; Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Cheryl Howard, Kay County Election Board Secretary; Corbin DeWitt, OSU Extension Agent; J. C. Estes, Kay County Excise Board Chairman; Buddy Carroll, Budget Maker; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).   

 

Budget/Budget Session for Fiscal Year 2016-17 with Kay County Officers and Budget Maker Chas W. Carroll, P.A.:  Mr. Carroll begin the session telling those present the county had a healthy property valuation increase; he told the carryover from FY16 was $2,514,527.90 plus the current Ad Valorem Tax was $4,164,390.12 making the county’s FY17 budget $6,678,918.02 with a 10% plus reserve.

 

Each official discussed their budget and budget requests with the commissioners.  All county officials requested $100 per month raise for each of their employees and for each officer, to begin in the November 2016 payroll.  BOCC requested three employees (one employee, Forman/1st Deputy, from each barn) be paid out of the General Fund.  Much discussion took place regarding budgets, salaries, the possibility of one additional employee in County Clerk and Assessor office, etc.  DA Hermanson did not request any increase in his budget from last year.

 

Motion was made by Johnson and seconded by Skidmore approving $100 per month raise for all employees paid out of the General Fund and for each officer, effective in the November 2016 payroll and to pay three employees (one employee, Forman/1st Deputy, from each barn) out of the General Fund also beginning in the November 2016 payroll. 

 

There being no other business, motion was made by Johnson and seconded by Skidmore to adjourn, 3:37 p.m.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.
