The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 11, 2016, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 8, 2016, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Vance Johnson called the meeting to order.  Those present were as follows:  Paul Skidmore, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDC); Dennis Bonewell, Emergency Management Director; Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).

 

Chairman Johnson led the Flag Salute.

 

Motion was made by Skidmore and seconded by Shanks approving the regular meeting minutes of July 5, 2016.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 280 as the current head count, 50 arrested and released over the weekend and 108 for the week, arrested and released from July 1, 2016-157, daily average of 278, minimum amount of inmates-274, maximum amount of inmates-283, high for 24 hour period for July 9, 2016-297, nine (9) inmates sentenced to county time, 48 inmates sentenced to Department of Corrections (DOC)/(waiting to go to prison).    The report showed seven (7) weekenders and sanctions, 37 paid contracts with BIA (33) and Bridgeway (14) currently are holding two (2) inmates on writs (prison to court). 

 

Motion was made by Shanks and seconded by Skidmore approving Detention Services Agreement by and between Sequoyah Enterprises and the BOCC, $23.26 a day per child.  DA Hermanson noted he reviewed the contract and noticed the wrong statute number was referenced.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Johnson approving Agreement by and between the Kay County Health Department and United Way of Ponca City, to serve children and families in Kay County.    Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

Motion was made by Johnson and seconded by Skidmore approving Memorandum of Agreement by and between the Kay County Health Department and the Ponca City Public School District, to provide Behavioral Health Services to the students and/or families of students.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Skidmore approving Contract by and between the Kay County Health Department and Corey Inmon, dba Turf Surfers, to provide lawn care and snow and ice removal.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

Motion was made by Shanks and seconded by Johnson approving Alcohol Drug Testing Contract (with corrections) and appoint designated employees as representatives for Dist#1, 2 and 3, FY 2016-17.  DA Hermanson reviewed and had a concern with the automatic renewal.  He added wording to the Duration of Agreement that stated “Either party can terminate this agreement for any reason upon giving 30 days written notice to the other party.”  BOCC designated their employee representative. Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Skidmore approving County Officers and Deputies Association (CODA) Annual Membership Dues of $1,027.00.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye. 

Motion was made by Shanks and seconded by Johnson approving Association of County Commissioner of Oklahoma (ACCO) Annual Membership Dues of $4,250.00.  Treasurer Kennedy questioned the cost difference between the CODA and ACCO Annual Membership Dues.  Johnson stated ACCO provides many services for the county such as handling Tort Claims, etc.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects:

Commissioner Skidmore reported crews continue to dig and screen shale and haul rock to the roads. The graders have been laying shale and grading roads.    Crews continue to work on roads for FEMA projects.

Crews have been mowing, repairing signs, cleaning intersections and servicing trucks.  Skidmore said crews started a new FEMA Project on the river road washout on Brake Rd.  He noted the environmental crew was not here this past week.

 

Commissioner Shanks noted his crews have been tearing out tress on Pine Str., working on ditches and boom mowing.  He said Evans Associates put fly ash on.  Shanks reported Bender Road will be closed for around one week so crews can put new pipes in.

 

Commissioner Johnson stated crews are blading, hauling material district wide as well as boom mowing.  He noted crews are cleaning up at “T” Street Bridge#233, spraying on 106 Lane and Furguson, repairing signs and replacing reflectors.  He said he picked up his skid steer and attachment. 

 

Motion was made by Shanks and seconded by Skidmore approving professional services rendered by Enviro Clean Services, LLC-$2,535.00.  Skidmore noted this is for the Smelter Waste clean-up in Dist#3.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

Motion was made by Shanks and seconded by Skidmore approving and authorizing the Requisitioning Officer (RO), Receiving Agent (RA) and Inventory Clerk (IC) on Accounts H8800-Kay County Health RO-Lisa Cundiff, Kelli Rader, Tami Hicks, RA-Amanda Beaston, Michelle Mollet, IC-Michelle Mollet and DC0500-Drug Court RO-Phillip Ross, Jennifer Brock, RA-Leigh Anne Johnston, Brenda Dilbeck, Heather Roquemore, IC-Brenda Dilbeck, Heather Roquemore.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.
