The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 8, 2016, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 5, 2016, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Vance Johnson called the meeting to order.  Those present were as follows:  Jason Shanks, Member; Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Dennis Bonewell, Emergency Management Director; Susan Keen, Kay County Assessor; Lindsay Grace and Morgan Stamper, OSU Extension; Kristi Woolley, Oklahoma Juvenile Affairs; Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Johnson led the Flag Salute.

 

Motion was made by Shanks and seconded by Johnson approving the regular meeting minutes of February 1, 2016.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

Lindsay Grace, OSU Extension Office, introduced the newly hired 4-H Extension Educator Morgan Stamper and noted today was her first day on the job.  Ms. Stamper spoke and gave a brief history regarding her education, etc.

 

Motion was made by Shanks and seconded by Skidmore approving Oklahoma Juvenile Affair Claims for November 2015-$1,634.33 and December 2015-$3,477.58.  Motion carried:   Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Jail Director Report:  No one was present. 

 

Motion was made by Skidmore and seconded by Shanks (9:06 a.m.) approving to enter into an Executive Session pursuant to and convened under authority of 25 O.S. Section 307.B.3, to discuss purchase of site for future location of Dist#3 warehouse.  Motion carried:   Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Shanks approving to reenter the regular meeting of the BOCC (9:54 a.m.).   Motion carried:   Johnson, aye; Shanks, aye; Skidmore, aye.

 

Purchase of site for future location of Dist#3 warehouse:  No discussion was made or action taken.

 

Writs and transports with Kay County Sheriff Department:  No one was in attendance to give a report. 

 

Motion was made by Shanks and seconded by Johnson approving and authorizing  Chairman Johnson to sign Agreement by and between the BOCC and the following for remote terminal capabilities in the Assessor’s office:  Clinton Properties.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

 

2015 Annual Survey of Local Government Finances:  Clerk Reese said she spoke with Budget Maker Buddy Carroll regarding this voluntary survey.  Mr. Carroll said the cost would be approximately $960 to do a voluntary survey; he said it is very time consuming, lengthy and noted he has done for a couple of other counties.  DA Hermanson said he looked at this survey and visited with the County Treasurer in Noble County and was told they have done this survey for several years.

 

Motion was made by Shanks and seconded by Johnson NOT to participate in the 2015 Annual Survey of Local Government Finances.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects:  Commissioner Skidmore reported crews are continuing to dig and haul shale to the roads, hauling sand out of Caughlin Pit to the roads, hauling rock, grading roads, working on FEMA sites by hauling rock, making repairs on two radiators on haul trucks and taking another one to Wichita to get repaired.

 

Commissioner Shanks noted crews are working on FEMA Projects on “O” Street, filling ditches, hauling rock and finishing up on “W” and Dry Road pulling ditches, boom mowing, start digging sand at the river and then begin working on Amshore Wind Farm Project pulling ditches.

 

Commissioner Johnson reported his crews are blading and hauling material to roads district wide, ditch cleaning on Hartford, Rock Cliff, “Q”  & “U” Street, doing culvert replacement, asphalt patching, trimming and chipping trees district wide, replacing and repairing road signs and reflectors and repairing header on grader.

 

Non-ODOT Employees drug testing:  Johnson said currently only CDL drivers are drug tested and he would like to see the county extend to testing all safety sensitive positions and add to the personnel policy.

 

Motion was made by Johnson and seconded by Shanks to extend the drug/alcohol testing to include not only the CDL drivers but all safety sensitive positions and add that language to the personnel policy.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.

Motion was made by Johnson and seconded by Shanks approving Resolution No. 15, 16-113, approving ODOT’s Policy on Critical Bridge Findings and Closures.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Johnson approving and authorizing the Requisitioning Officer (RO), Receiving Agent (RA) and Inventory Clerks (IC) on the following accounts:  Kay County Public Buildings Authority (KCPBA) Tonkawa Public Schools-PB0800-35, KCPBA Pioneer Technology Center-PB0800-36 and KCPBA Ponca City Public Schools-PB0800-37 as RO-Commissioner Dist#1, #2 and #3; RA-Patsy Leyva, Tammy Reese, Holly Cline; IC-Patsy Leyva.  Motion carried:  Johnson, aye; Shanks, aye; Skidmore, aye.
