The Board of County Commissioners (BOCC) of Kay County, Oklahoma, scheduled a special session for 9:00 oclock a.m. on Thursday, July 12, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on July 3, 2012, at 3:00 p.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Dee Schieber called the meeting to order. Those present were as follows: Steve Austin, Member; Tyson Rowe, Member; Dennis Bonewell, Emergency Management Director; Peggy Ennis, Highway Dist#2 Secretary; Debi Merhoff, Highway Dist#1 Secretary; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary. FEMA Kickoff Meeting for Disaster Declaration 4064-DR-OK:

 

Danny Tracy, Oklahoma Emergency Management (OEM) Project Specialist, began noting this was the kickoff meeting for FEMA 4064-DR-OK. He said the start time process for FEMA is 60 days (from kickoff date) to show damages and make FEMA aware of the issue. Tracy mentioned Category A-Debree, B-Emergency Work and C-Roads with most of the work being in Category C Roads. He noted A and B all equipment is eligible and overtime work. Category C he noted permanent work, all equipment and overtime that all employees are eligible; direct administrative including BOCC, secretaries, county clerk are eligible also, and including copying and paper anything and everything that is involved with this disaster is recoverable even if its during the work day hours. Tracy said documentation is all that is needed to recover these costs. He explained what to expect when a site visit is made. Tracy reported this disaster was declared on June 14, 2012. He said FEMA pays 75% of the total of a project worksheet, State pays 12% and the County cost is 12%. He noted how the cost could be defrayed by using church groups or other volunteers by documenting organization name and beginning and ending time, including the Sheriff and Fire Departments.

 

Lauren Brewer, OEM EHP Specialist, presented the BOCC with handouts and forms and discussed the handout.

 

Mr. Tracy said FEMA records need to be kept 7-10 years.

 

Many questions were asked and discussion made.

 

No action was taken on this item.

 

Motion was made by Rowe and seconded by Austin to adjourn at 9:56 a.m. Motion carried: Schieber, aye; Rowe, aye; Austin, aye.
