The Board of County Commissioners (BOCC) of Kay County, Oklahoma, scheduled a special session for 11:00 o’clock a.m. on Tuesday, April 21, 2015, in the Kay County Commissioners Court, 1st Floor, Kay County Courthouse, Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 17, 2015 at 10:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Chairman Jason Shanks called the meeting to order.  Those present were as follows: Vance Johnson, Member; Paul Skidmore, Member; Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary.


Motion was made by Shanks and seconded by Skidmore approving ETR Loan Application and Contract on Bridge No. 18, Dist#2.  Commissioner Shanks said BIA will reimburse the ETR Fund and that the ETR loan goes through the CED#8.  Shanks said by using the cross town beams on this bridge it will save money.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.


Dividing the CBRI 105C monthly funds:  Commissioner Skidmore said he asked for this to be put on the Agenda.  He commented there are problem areas in this fund and thought splitting the funds evenly between the three commissioners would solve the problems.  Skidmore talked about the hardships that he has inherited in Dist#3 and he is looking to find resources to pay money back on jobs done before he took office.


Commissioner Shanks explained how the CBRI money is collected, the five year plan and how it is supposed to work.  He also mentioned if the money was divided equally it could keep Commissioner Skidmore from being able to have the funding to do his Hubbard Road Project next fiscal year.  Shanks noted the five year plan is updated at the beginning of each fiscal year and if it is decided to divide the money it would need to be done at that time.  He said he doesn’t have a problem with dividing the money equally; he just wanted Commissioner Skidmore and Johnson to understand how it works.  Commissioners Shanks and Johnson said they were okay with doing this it would actually help them out.


Commissioner Johnson noted by dividing the money up equally it could prevent hardships between the BOCC.


No action was taken on dividing the CBRI 105C monthly funds.


Motion was made by Skidmore and seconded by Johnson to adjourn at 11:30 a.m.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.
