The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 6, 2015, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 2, 2015, at 8:50 p.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Jason Shanks called the meeting to order.  Those present were as follows: Vance Johnson, Member; Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Everette Van Hoesen, Kay County Sheriff; Susan Keen, Kay County Assessor; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Don Jones, Kay County Detention Center Director (KCDCD); Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Shanks led the Flag Salute.

 

Motion was made by Johnson and seconded by Skidmore approving regular meeting minutes of June 29, 2015.  Motion carried:  Shanks, abstained; Johnson, aye; Skidmore, aye. 

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 206 as the current head count, 43 arrested and released over the weekend and 57 for the week, arrested and released from July 1, 2015-85, daily average of 203, minimum amount of inmates-199, maximum amount of inmates-204, 14 inmates sentenced to county time, nine (9) inmates sentenced to Department of Corrections (DOC)/ (waiting to go to prison), four (4) weekenders and sanctions, 11 paid contracts with BIA and Bridgeway currently are holding three (3) inmate on writs (prison to court).

 

Chairman Shanks noted the BOCC would come back to Item No. 6 on the Agenda to allow time for Mr. Hutchins to arrive.

 

Motion was made by Johnson and seconded by Skidmore approving Reimbursement claim for Kay County Election Board Secretary salary for the month of June 2015.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Shanks said most of his crews were working on Bridge 247 at Chilocco Creek trying to finish up dirt work and the rest were blading.

 

Commissioner Johnson noted his crews were mowing, grading and actively cleaning bar ditches on 150 that were identified as having water over the roads and trying to get utilities marked in a timely matter.  Johnson said he has a meeting with ODOT tomorrow regarding redesigning the Hubbard Overflow Structure.

 

Commissioner Skidmore noted crews were blading, hauling rock and shale extensively on 74th Street, weed eating, spraying around ditches, removing trees and replacing culvert pipes. 

 

Motion was made by Shanks and seconded by Johnson approving authorization Requisitioning Officer-Brian Hermanson, David Wilkie, Loree Luis; Receiving Agent-Julie Vap. Gail Brookshire;  Inventory Clerk-Danielle Tavanella, Carla Duroy on the General Fund & Cash Accounts for FY 2015-2016 for Kay County District Attorney Account G0100.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Skidmore approving Kay County Monthly Reports for May 2015:  Health Department.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving Kay County Monthly Reports for June 2015:  Treasurer.   Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Johnson Tabling the following Public Service/Pipeline Crossing Line Installations:  Chilocco Windfarm, LLC, SW4/SW4 S21 T29N R2E ending NW4/NW4 S32 T28N R2E, parallel to “N 3310 Rd”, Dist#2.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

Motion was made by Shanks and seconded by Johnson approving the following Cash Fund Estimate of Needs and Request for Appropriations on Lapsed Balances for FY 2014-15:  CBRI 105C-$133,465.59 (amount corrected from $149,495.09 that was approved in BOCC meeting on 6-29-15); Sheriff Service Fee-Courthouse Security-$10,720.00.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Shanks approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$60.32 – D#1-$20.10; D#2-$20.11; D#3-$20.11; Preservation Fee-$4,815.00; County Clerk Lien Fee-$456.50.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Unscheduled Public Appearances:  Brenda Cathy Largent asked if the BOCC minutes were approved and she was told they were under Item 4 on the agenda.
