The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 29, 2015, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 26, 2015, at 8:50 p.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Jail Director Report:  Don Jones, KCDCD, presented a report noting 221 as the current head count, 41 arrested and released over the weekend and 111 for the week, arrested and released from June 1, 2015-368, daily average of 227, minimum amount of inmates-209, maximum amount of inmates-247, 12 inmates sentenced to county time, 10 inmates sentenced to Department of Corrections (DOC)/ (waiting to go to prison), four (4) weekenders and sanctions, 10 paid contracts with BIA and Bridgeway currently are holding three (3) inmate on writs (prison to court).

Motion was made by Skidmore and seconded by Johnson approving the following Detention Services Agreement by and between BOCC:  Western Plains Youth & Family Services, Inc., Beckham County, $29.35 per child per day.  .  Motion carried:  Skidmore, aye; Johnson, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving an Agreement by and between the Kay County Health Department and United Way of Ponca City, to provide office and common area space to the United Way for use by Smart Start Kay County (DA Hermanson noted he approved and signed).   Motion carried:  Skidmore, aye; Johnson, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving a new plat Meadow View Estates a part of the NW/4 S21 T26N R3E, Ponca City.   Motion carried:  Skidmore, aye; Johnson, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Skidmore noted crews are continuing to repair flood damaged areas, getting locations of places where trees need to be removed, putting in culverts, hauling shale and rock, removing construction materials from the old Newkirk High School for the new county warehouse.

 

Sammie Webb, Dist#2, said their crews were blading, mowing and putting in needed culverts.

 

Commissioner Johnson noted his crews were hauling gravel, mowing ditches on all paved roads and will move to the dirt roads now that they are dry enough, taking care of washed out areas, trimming around stop signs and documenting and taking pictures of flood damaged areas.

 

Commissioner Skidmore said his crews were repairing washed out areas, mowing, repairing asphalt, blading, working on FEMA projects and making needed repairs on roads from the water coming down from Kaw Lake.

Unscheduled Public Appearances:  Court Clerk Thornton announced her Ponca City office has been moved to the new location and was opened for business starting this morning at 8 a.m.

 

Brenda Cathy Largent said she is a victim of frivolous prosecutions by DA Hermanson.  She mentioned she has been protesting Department of Human Services every Thursday on the courthouse yard.  Ms. Largent told she has been arrested and strip searched but never charged.  She read a lengthy complaint.

Motion was made by Johnson and seconded by Skidmore approving Financial Statement Resale Property Fund, June 30, 2015 as presented.  County Treasurer Christy Kennedy explained the Resale Account to the new BOCC noting the fund is used for cleaning up properties, error and correction and pays for half of budgeted needs for her office.  She noted she keeps $500,000 in the fund to cover any issues on a lawsuit by a property owner.  Ms. Kennedy said any amount over $500,000 she gives one-third to the county general fund, one third to schools, one third to cities and towns.   Motion carried:  Skidmore, aye; Johnson, aye.
