The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 16, 2015, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 13, 2015, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Member Vance Johnson called the meeting to order.  Those present were as follows: Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor;  Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension Center; Stephanie Cervantes, Oklahoma Court Services; Sammie Webb, Kay County District No. 2; Cecil Michael, NODA;  Bill Williams and Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  Absent:  Chairman Jason Shanks (See sign in sheet). 

 

Member Vance Johnson led the Flag Salute.

Motion was made by Skidmore and seconded by Johnson approving entering into a special meeting of the Kay County Home Finance Authority (9:02 a.m.).  Motion carried:  Johnson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Johnson approving to reconvene the regular meeting of the BOCC.  Motion carried:  Johnson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Johnson approving enter into a special meeting of the Kay County Public Building Authority (9:06 a.m.).  Motion carried:  Johnson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Johnson approving to reconvene the regular meeting of the BOCC (9:09 a.m.).   Motion carried:  Johnson, aye; Skidmore, aye.

 

Boston Mutual Life Insurance:  A representative from Carpenter-Belknap Associates, a subsidiary of Boston Mutual Life Insurance, explained the company’s life insurance benefits and presented a list of other Oklahoma county’s using this coverage.  Commissioner Johnson said he would like the officers to discuss before moving forward.

 

Oklahoma Court Services (OCS):  Stephanie Cervantes presented a report listing total monthly hours completed by clients for the month of February 2015, completed events and up-coming projects along with photographs.

 

There was no one present to give the Jail Director Report.  Sheriff Van Hoesen said he didn’t have anything to report on and DA Hermanson added he knew there had been several arrests made. 

 

Motion was made by Skidmore and seconded by Johnson approving Agreements between the BOCC and the following for remote terminal capabilities in the Assessor’s office:  Barton Turbert; Robert Case; Kelly D. Hutchinson.   Motion carried:  Johnson, aye; Skidmore, aye.

 

Motion was made by Johnson and seconded by Skidmore approving Resolution No. 14, 15-135 (Amended) for the establishment and the directors of the River Road County Fire Department.  County Clerk Reese said the only thing changed on the amended resolution was the effective date.  Motion carried:  Johnson, aye; Skidmore, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Johnson said his crews were blading roads, hauling gravel, repairing recent bad weather roads, filling pot holes on asphalt roads and doing road work on Rainbow Rd.  He noted he has had several employees out due to illness.  Johnson gave Sharon Rowen, Ponca City News, information regarding Hubbard Road.

Commissioner Skidmore mentioned his crews were installing signs at intersections, blading, putting in horns and working on trucks.

 

Motion was made by Skidmore and seconded by Johnson approving the following Public Service/Pipeline Crossing Line Installations:  Territory Resources, LLC, NE4/NE4 S9 T25N R2W ending SE4/SE4 S4 T25N R2W, Oakland Rd., D#3.  Motion carried:  Johnson, aye; Skidmore, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving designating Requisitioning Officers (RO), Receiving Agents (RA) and Inventory Clerks (IC) for Sheriff’s Jail, Service Fee, Service Fee-Courthouse Security, Training, Sheriff’s Commissary, Courthouse Security, Sheriff and Sheriff’s Grant accounts as follows:  RA-Everette Van Hoesen, Steve Kelley, Jessica Wathor; RA-Jodi Palmer, Vickie Schmidt, IC-Bill Grose (for all accounts mentioned).  Motion carried:  Johnson, aye; Skidmore, aye.

Unscheduled Public Appearances:  Larry Klumpp, OSU Extension Agent, noted the kitchen in the basement of the courthouse will be closed March 19, 2015 through April 1, 2015.  Klumpp said he is moving files to that area temporarily while his office is under construction.
