The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 23, 2015, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 19, 2015, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Jason Shanks called the meeting to order.  Those present were as follows: Vance Johnson, Member; Paul Skidmore, Member; David Wilkie, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Larry Klumpp, OSU Extension Center; Dennis Bonewell, Kay County Emergency Management; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Cheryl Howard, Kay County Election Board Secretary; Bill and Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Jason Shanks led the Flag Salute.

 

Motion was made by Johnson and seconded by Skidmore approving regular meeting minutes of February 17, 2015.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 215 as the current head count, 54 arrested and released over the weekend and 123 for the week, 123 arrest and release, 25 inmates sentenced to Department of Corrections (DOC) (it was noted the DOC numbers were up); eight (8) inmates sentenced to county time, eight (8) weekends and sanctions, eight (8) paid contracts with BIA and Bridgeway and currently are holding three (3) inmate on writs (prison to court).

 

Todd Rivers with Colonial Life Insurance gave a presentation and explained the benefits through Colonial Life.  No action was taken.

 

No action was taken on an Application for County Burial and Affidavit of Financial Inability to Pay.

 

Motion was made by Johnson and seconded by Shanks Tabling benefits (sick leave and vacation leave) Kay County Districts and KCEM Director.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Selling unused county property: Discussion was made regarding payment for the appraisals in the amount of $450, etc.  The appraisers listed the cost of the land at $28,500. Sheriff Van Hoesen commented he could make it work either way (with or without the land) regarding the gun range the Sheriff’s Department is putting in.  Johnson said the county already owns this and maybe the county needs to hang on to it so the county does not become land locked. 

 

Motion was made by Johnson and seconded by Skidmore not to sell unused county property:  A tract of land situated in the East Half of the Northeast Quarter of Section 34, Township 28 North, Range 2 East of the Indian Meridian, Kay County, Oklahoma, being more particularly described as follows:  Commencing at the Southeast Corner of said Northeast Quarter; thence North 89 degrees, 38 minutes, 53 seconds West (assumed), along the South Line of said Northeast Quarter, a distance of 137.20 feet to a point on the West Right-of-Way for U.S. Highway 77 and the Southeast Corner of a tract of land recorded in Book 1198, Page 319; thence North 00 degrees, 07 minutes, 12 seconds East, along said West Right-of-Way, a distance of 1399.00 feet to the Northeast Corner of a tract of land recorded in Book 1570, Page 584 and the Point of Beginning of the herein described tract; thence North 89 degrees, 38 minutes, 53 seconds West, parallel with the South Line of said Northeast Quarter, along the North Line of said recorded tract, a distance of 290.40 feet to a point; thence North 00 degrees, 07 minutes, 12 seconds East, a distance of 279.80 feet to the Southwest Corner of a tract of land recorded in Book 230, Page 444; thence South 89 degrees, 38 minutes, 53 seconds East, parallel with the South Line of said Northeast Quarter, along the South Line of said recorded tract, a distance of 290.40 feet to the Southeast Corner of said recorded tract on said West Right-of-Way; thence South 00 degrees, 07 minutes, 12 seconds West, along said West Right-of-Way, a distance of 279.80 feet to the Point of Beginning, containing 1.87 acre(s), more or less.    Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Shanks said crews are hauling sand, building jigs for a bridge and working in the shop putting blades on the graders and changing oil.

 

Commissioner Johnson said he will be meeting with the Director of ODOT regarding the Hubbard Road Bridge.  He said bridge railing is the hold up and B&B Construction is waiting to receive materials needed to complete the job.  Johnson noted he is trying to get a completion date for this project.  Dist#1 crews are sanding roads and working in the shop on equipment.   

 

Commissioner Skidmore stated work continues on Bridge 86 and finishing up Bridge 190 on approaches and dirt work.  He thanked Commissioner Shanks’ crews for helping sand roads.  Skidmore mentioned crews continue to work on county trucks and crews are getting the roads shaped up.  He thanked Clerk Reese for the job she did on the CODA Conference as President.
