The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 9, 2015, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 6, 2015, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Member Vance Johnson called the meeting to order.  Those present were as follows: Paul Skidmore, Member; Jason Shanks (arrived at 9:10 a.m.); David Wilkie, Assistant District Attorney (ADA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Citizen John Williamson; Scott Cloud, Newkirk Herald Journal; Bill and Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Member Vance Johnson led the Flag Salute.

 

Motion was made by Skidmore and seconded by Johnson approving regular meeting minutes of February 2, 2015.  Motion carried:  Johnson, aye; Skidmore, aye. 

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 209 as the current head count, 45 arrested and released over the weekend and 114 for the week, 27 inmates sentenced to Department of Corrections (DOC) briefly reported on DOC situation; nine (9) inmates sentenced to county time, seven (7) paid contracts with BIA and Bridgeway and currently are holding four (4) inmate on writs (prison to court). 

 

Motion was made by Skidmore and seconded by Johnson approving Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Johnson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Johnson noting the 2014 Mineral Interest Report of Unclaimed Property.  County Clerk Reese said she is presenting this to the BOCC acknowledging that the report has been received and noting the receipt in the minutes to inform the public it is available for review.    Motion carried:  Johnson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Johnson approving Agreements between the BOCC and the following for remote terminal capabilities in the Assessor’s office:  Truground Environmental, LLC; International Energy Company, LLC; Info & Consulting Service; Dark Knight Bail Bonds; City of Ponca City

Health and Wellness Competition sponsored by ACCO:  Officers discussed and many expressed interest and felt it was a worthwhile program but were not interested in participating at this time.  Others wanted further review of the competition.

 

Motion was made by Johnson and seconded by Shanks approving participation of any interested office in the Health and Wellness Competition sponsored by ACCO.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Motion was made by Shanks and seconded by Johnson approving the Administrative Services Agreement for Governmental 401(A).  Clerk Reese said DA Hermanson reviewed and signed.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Motion was made by Johnson and seconded by Shanks approving Resolution No. 14. 15-135 to adopt the directors for the River Road County Fire Department.  Shanks read off the directors.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving adopting a Petition to organize the River Road County Fire Department pursuant to the provision of O.S. Title 19 § 351.D (moving from a Title 18 to a Title 19).  Citizen John Williamson said by doing this it will allow them the opportunity to apply for REAP Grants and the fire fighters will be eligible for a retirement pension.

 

Motion was made by Shanks and seconded by Johnson approving Addendum to Highway Dist#2 Employee Personnel Policy Handbook.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

Old Newkirk High School Building:  Johnson said he has been visiting with an architect regarding this building and if a new roof is not put on the building will continue to deteriorate.  He noted he would like to get a formal report by the structural engineer before making any decisions. 

 

Motion was made by Johnson and seconded by Skidmore to Table any action relating to old Newkirk High School building belonging to the county.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Shanks said work continues on LA Cann, blading, taking out tress and mowing. 

 

Commissioner Johnson said crews are filling in pot holes on asphalt roads while the weather is permitting (temperature needs to be 40°-50°).  He mentioned he spoke with ODOT and B&B regarding Hubbard Rd. and was told they lack the guard rails and stripping before it can be opened for traffic.

 

Commissioner Skidmore stated his crews are blading all roads, hauling shell, sand, rock and rip rap.  He said he is working with NRCS regarding north 13th Street and Chikaskia River.  Crews are burning trees, putting up street signs and decking Bridge 190.

Unscheduled public appearances:  John Williamson thanked Dist#1 & #2 for doing such a good job.  He noted he has been in conversation with the Sheriff Van Hoesen regarding getting a set of scales to possibly start weighing trucks.  Williamson mentioned the roads the heavy trucks travel and damage caused to these roads; he said there should not be overloaded trucks on these roads and asked for assistance.  He commented this problem is not going to get any better with wind farms going in.  Williamson said he will work with the state offices to try and get funding.
