The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, January 20, 2015, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 16, 2015, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Jason Shanks called the meeting to order.  Those present were as follows: Vance Johnson, Member; Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Kristi Woolley, Oklahoma Juvenile Affairs (OJA); Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Bill and Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Jason Shanks led the Flag Salute.

 

Motion was made by Johnson and seconded by Skidmore approving regular meeting minutes of January 12, 2015.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Motion was made by Johnson and seconded by Skidmore approving Oklahoma Juvenile Claim for November 2014 in the amount of $3,094.00.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

There was no in attendance to give the Jail Director Report. 

 

Motion was made by Skidmore and seconded by Johnson approving Requisitioning Officers (RO), Receiving Agents (RA) and Inventory Clerks (IC) for County Sales Tax accounts as follows:  RO-Bruce Robinson, Jason Shanks, Harold Hughs, Don Jones; RA-Melissa Spruiell, Bob Ennis, Kenny Hines, David Ash; IC-Melissa Spruiell, Bob Ennier, Kenny Hines, David Ash for all County Sales Tax accounts (ST,CO,JC).  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving Agreements between the BOCC and the following for remote terminal capabilities in the Assessor’s office:  Nga Wells, State Farm Ins.; Stewart Escrow & Title; Don Boles.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Shanks and seconded by Johnson approving appointment of Commissioner Vance Johnson to the Kay County Board of Health.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Old Newkirk High School Building:  Commissioner Johnson said he asked for this to be put on Agenda for discussion.  He said he wanted to be deciding some things, make sure some progress was taking place and make sure the county is doing something good for the taxpayers of this county.  DA Hermanson said the new commissioners could get the keys for the building from the janitorial staff and reminded the commissioners they must go separately to look at the building.

 

No action was taken regarding the old Newkirk High School building (that belongs to the county).

 

Motion was made by Johnson and seconded by Skidmore approving lowest bid received on Bid#2015-16, Repairs Kay County Courthouse (bid opened 1-12-15) by Rick Scott Construction in the amount of $60.635.00 (and upon recommendation from Architect).  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Shanks said crews are blading and working on Home Road cleaning ditches.

 

Commissioner Johnson said crews are making asphalt repairs, repaired a crossing situation on one of the railroad crossings and grading on east side of lake.  Commissioner Johnson said he held a chain saw safety meeting on January 29, 2015.  He noted he is having his foreman to identify the worst roads and asphalt roads with pot holes and so crews can began to make repairs.   Johnson reported during the holidays several signages have disappeared and he has spent $1,400 to replace signs.  He said Hubbard Road is behind schedule because of weather issues.

Commissioner Skidmore stated his crews are blading and working on three bridge projects.  He noted he is having problems with his trucks and several need repaired.  Skidmore said he spoke with Representative John Pfeiffer regarding finish date on bridge on Hubbard Road and Representative told him it should be completed around St. Patrick’s Day. 

 

Motion was made by Skidmore and seconded by Johnson approving Resolution No. 14, 15-116, Project Agreement for bridge and approaches on EW-18 Bois D’Arc Creek, Project No. J2-8433(004), State Job Piece No. 28433(04) by and between Kay County and the Oklahoma Department of Transportation and the State of Oklahoma Department of Transportation Project Maintenance, Financing, and Right-of-Way Agreement for this project, Dist#3.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Shanks approving Title Sheet, Project Birds Nest Creek, Dist#3.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

 

Contract with Arrow S Consulting:  DA Hermanson said the contract needed tweaking.  He mentioned that the consultant should be based on Invoices paid by the BIA and mentioned if this type of service would need to be bid or if this is a sole source provider.  Hermanson presented the BOCC with a letter of recommendations.

 

Motion was made by Skidmore and seconded by Shanks to Table Contract with Arrow S Consulting to oversee Bureau of Indian Affair Projects at District Attorney Brian Hermanson’s recommendation.  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye. 

 

Motion was made by Johnson and seconded by Skidmore approving the following December 2014 Kay County Monthly Reports:  County Health (2); Court Clerk – Newkirk/Ponca City (2).  Motion carried:  Shanks, aye; Johnson, aye; Skidmore, aye.

Unscheduled public appearances:  Ralph McDonald with McDonald’s Computer Services L.L.C. told he is currently the IT person for the Sheriff’s Department and Detention Services.  He expressed an interest in becoming an IT person for the courthouse as well.  Mr. McDonald also spoke of his 30 years of experience in this field.
