Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 29, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 24, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Member Jason Shanks called the meeting to order.  Those present were as follows: Dee Schieber, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Susan Keen, Kay County Assessor Elect; Everette Van Hoesen, Kay County Sheriff; Harold Hughs, Kay County Detention Center (KCDC); Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension Office; Vance Johnson, Kay County Commissioner District No. 1 Elect; Paul Skidmore, Kay County Commissioner District No. 3; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Bill and Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  Absent:  Chairman Tyson Rowe.  (See sign in sheet). 

 

Member Jason Shanks led the Flag Salute.

 

Motion was made by Schieber and seconded by Shanks approving regular meeting minutes of December 22, 2014.  Motion carried:  Schieber, aye; Shanks, aye.

 

Jail Director Report:  Harold Hughs, KCDC, presented a report noting 172 as the current head count, 19 arrested and released over the weekend and 65 for the week, 15 inmates sentenced to Department of Corrections (DOC) several taken to DOC and Hughs said they are being released as soon as they get checked in, seven (7) inmates sentenced to county time, one (1) contracts with BIA and Bridgeway and currently are holding one (1) inmate on writs (prison to court).  Hughs said the numbers are down.

 

Hughs thanked Commissioners Schieber and Rowe and Assessor Carol Purdy for their service.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:

Commissioner Schieber said he is operating with a small crew this week.

 

Commissioner Shanks said his crews are blading.

 

Six month bids for commonly used items (opened 12-1-14) presented as follows:

 

Bid#2015-8 Culvert Pipe – After much discussion was made regarding this bid a Motion was made by Schieber and seconded by Shanks approving Dub Ross Co., Inc. and HD Supply Waterworks bid on corrugated pipe (round, arched) (12, & 14 gauge), corrugated HDPE Pipe High Density Polyethylene AASHTO M252/M294 Highway Specification (10’, 20’, 24’ or 30’ lengths); approving Railroad Yard, Inc., Sunbelt Equipment and Dub Ross Co., Inc. bids on used steel pipe suitable for use as culvert.  The reason for choosing more than one bid is so whatever pipe is mostly being ordered at that time then the lowest bidder will be used at that time and because of transportation issues.   Motion carried:  Schieber, aye; Shanks, aye.

 

Bid#2015-10 Janitorial Supplies – Motion was made by Schieber and seconded by Shanks approving J&P Supply, Inc. and Merrifield Office Supply’s bids at the recommendation of the custodial staff because of better quality and more quantity.  Motion carried:  Schieber, aye; Shanks, aye.

 

Bid#2015-15 Election Ballots Election effective January 1, 2015 through December 31, 2015 (opened 12-22-14) - Motion was made by Schieber and seconded by Shanks approving Mid-West Printing Co.’s bid at the recommendation of the Election Board Secretary Cheryl Howard because her office is familiar with their company, she likes the way the ballots are packed and the service.  Motion carried:  Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks Tabling 15 ton weight limits on Traders Bend, 106 and LA Cann.   Motion carried:  Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Kay County Monthly Reports for November 2014:  Court Clerk-(Blackwell, Newkirk, Ponca City).  Motion carried:  Schieber, aye; Shanks, aye.   

 

Motion was made by Schieber and seconded by Shanks approving the following Resolutions to Deposit Funds:   Res#14, 15-97, Highway Dist#3-$55,716.66, for total loss value on truck from an accident on 11-18-14; Res#14, 15-98, Highway Dist#2-$85.40, sale of scrap metal.  Motion carried:  Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#3-$55,716.66; Highway Dist#2-$85.40.    Motion carried:  Schieber, aye; Shanks, aye.

 

Unscheduled public appearances:  DA Brian Hermanson announced two new commissioners and the new assessor would be sworn in at 9 a.m. on Friday, January 2, 2015, and said the treasurer would be sworn in on the first Monday in July.  He said he would be sworn in on Monday, January 5, 2015 and Judge Phil Ross and Judge Bandy would be sworn in on January 12, 2015.
