Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 22, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 19, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Member Jason Shanks called the meeting to order.  Those present were as follows: Dee Schieber, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Susan Keen, Kay County Assessor Elect; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Cheryl Howard, Kay County Election Board Secretary; Vance Johnson, Kay County Commissioner District No. 1 Elect; Paul Skidmore, Kay County Commissioner District No. 3; Ray Ball, Kay Nation; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Bill and Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  Absent:  Chairman Tyson Rowe.  (See sign in sheet). 

 

Member Jason Shanks led the Flag Salute.

 

Motion was made by Schieber and seconded by Shanks approving regular meeting minutes of December 15, 2014.  Motion carried:  Schieber, aye; Shanks, aye.

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 176 as the current head count, 37 arrested and released over the weekend and 95 for the week, 17 inmates sentenced to Department of Corrections (DOC) four taken to DOC, nine (9) inmates sentenced to county time, one (1) contracts with BIA and Bridgeway and currently are holding one (1) inmate on writs (prison to court).  

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:

Commissioner Shanks said crews are working in the shop on equipment.

 

Commissioner Schieber mentioned his crews are hauling rock to the muddy places on the roads and doing some patching. 

 

Motion was made by Schieber and seconded by Shanks approving Interstate 40 Crosstown Steel Beam Transfer Form, Dist#3, Existing NBI#07922, Location-.7W 2S 1.3W of I35/SH11 Structure No. 36E0160N3150007, Local ID#086.  Motion carried:  Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks Tabling 15 ton weight limits on Traders Bend, 106 and LA Cann.  Motion carried:  Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Public Service/Pipeline Crossing Line Installations:  Kay Electric Cooperative, NE4/NE4 S7 T26N R2W ending SE4/NE4 S7 T26N R2W, 140th St., Dist#3.  Motion carried:  Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving/noting the following Kay County Monthly Reports for November 2014:  Election Board; Public Health.  Motion carried:  Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Resolutions to Deposit Funds:   Res#14, 15-96, Highway Dist#3-$6,438.22, for damages to D#3 trailer from accident on 11-18-14.  Motion carried:  Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#3-$6,438.22; Highway-$291,102.33 - D#1-$97,034.11; D#2-$97,034.11; D#3-$97,034.11; County Sales Tax-$17,994.00; County Sales Tax-$15,492.66; County Sales Tax-$40,990.77; Sheriff’s Service Fee-$15,373.01; Sheriff’s Jag Grant-$2,750.00.    Motion carried:  Schieber, aye; Shanks, aye.
