AMENDED MINUTES

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 1, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 26, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Jason Shanks, Member; Dee Schieber, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Don Jones, Kay County Detention Center Director (KCDCD); Steve Kelley, Kay County Undersheriff; Dennis Bonewell, Emergency Management Director; Larry Klumpp, OSU Extension Office; Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of November 24, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 197 as the current head count, 40 arrested and released over the weekend and 162 for the week, 28 inmates sentenced to Department of Corrections (DOC) 11 inmates sentenced to county time, two (2) contracts with BIA and Bridgeway and currently are holding three (3) inmates on writs (prison to court).  

 

Motion was made by Shanks and seconded by Schieber approving to go out for bid on repairs and work needed done at the Courthouse.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe noted the fence work is done at the new yard, working on Bridges 30, 86, 194 and the bridge on 44th Street, hauling rock and mentioned 44th Street south of Braman is closed.

 

Commissioner Schieber said his crews were hauling rock and blading.

 

Commissioner Shanks said crews are hauling rock, blading and working in shop.

 

Motion was made by Schieber and seconded by Shanks approving/noting the following Kay County Monthly Reports for October 2014:  Treasurer.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving Res#14, 15-85, regarding rental and usage payment for Court Clerk office housed in the United State Postal Service building in Ponca City.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#14, 15-86, Child Abuse Prevention-$265.28, juror donations; Res#14, 15-87, Highway Dist#3-$591.20, sale of scrap metal; Res#14, 15-88, Highway Dist#2-$1,033.85, sale of scrap metal.

Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Cash Fund Estimate of Needs & Request for Appropriations:  Child Abuse Prevention-$265.28; Highway Dist#3-$591.20; Highway Dist#2-$1,033.85; Highway Dist#3-$16.50; County Improvement-$0.18; CBRI 105C-$16.18; Public Buildings Authority (PBA)-Pioneer Technology Center-$1.22; PBA-Tonkawa Public Schools-$0.85.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving the following Transfer of Appropriations:  Highway Dist#1 Capital Outlay-$10,000.00 to Highway Maintenance & Operations (M&O); Visual Inspection Legal Expense-$2,000.00 to Travel; Highway Dist#3 M&O-$500.00 to Hwy. Dist#2 M&O (Correction-Res#14, 15-76 misappropriated funds on road crossing permit that should have gone to Dist#2); Highway Dist#1 M&O-$500.00 to Hwy. Dist#2 M&O (Correction-Res#14, 15-76 misappropriated funds on road crossing permit that should have gone to Dist#2).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

There was no Transfer of Appropriations presented.
