Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 3, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 31, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Harold Hughs, KCDC; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension Agent; Vance Johnson, Kay County Commissioner District No. 1 Elect; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  Absent:  Dee Schieber, Member (See sign in sheet). 


Chairman Tyson Rowe led the Flag Salute.


Motion was made by Shanks and seconded by Rowe approving regular meeting minutes of October 27, 2014.  Motion carried:  Rowe, aye; Shanks, aye.


Theis Dozer Services, Inc.:  Brenda Neal was present to discuss which county roads can be traveled to haul county rock to and from before trying to purchase Blue Lake Quarry.


Motion was made by Rowe and seconded by Shanks Tabling Theis Dozer Services, Inc., Brenda Neal, regarding Blue Lake Quarry obtaining management of the mentioned quarry.  Motion carried:  Rowe, aye; Shanks, aye.


Jail Director Report:  Don Jones, KCDCD, presented a report noting 206 as the current head count, 37 arrested and released over the weekend and 91 for the week, 16 inmates sentenced to Department of Corrections (DOC) 13 inmates sentenced to county time, four (4) contracts with BIA and Bridgeway and currently are holding four (4) inmates on writs (prison to court).  He also presented a General Information report from the Oklahoma Department of Corrections.  Jones said DOC pays the county $27.00 per day for housing the inmates saving the state $13.00 per day by housing in county jails.


Commissioner Rowe requested inmates to work for his district from Don Jones. 


Motion was made by Shanks and seconded by Rowe approving Application for Financial Assistance/County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Rowe, aye; Shanks, aye. 


Motion was made by Shanks and seconded by Rowe approving and authorizing Requisitioning:  Jim Menzer, Jake Kahle; Receiving:  Maxine Lasher, Jared Grell; Inventory Officers:  Maxine Lasher for Kay County Free Fair Account G8400.  Motion carried:  Rowe, aye; Shanks, aye. 


Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said finished and opened Bridge 83 on Chrysler, cleaning out ditches and improving drains on 44th, north of Hwy. 60 the mowing is done and now will start mowing of 60.  He noted crews are working new yard and putting up the fence.


Commissioner Shanks said his crews are working in shop and working to get Bridge 47 ready for gunite.


Motion was made by Rowe and seconded by Shanks approving Resolution 14, 15-82, Approving Interlocal Cooperative Agreement for Circuit Engineering District.  Motion carried:  Rowe, aye; Shanks, aye.

Motion was made by Rowe and seconded by Shanks rejecting all bids on Bid#2014-48, Sale of Land.  DA Hermanson said before land can be sold appraisals would need to be made. Motion carried:  Rowe, aye; Shanks, aye. 


Motion was made by Rowe and seconded by Shanks approving the following Public Service/Pipeline Crossing Line Installations:  Carl E. Gungoll Exploration, LLC, SE4/SW4 S15 T25N R1E ending NE4/NW4 S22 T25N R1E, East Riverview Rd., D#1.  Motion carried:  Rowe, aye; Shanks, aye.


No action was taken on Resolution No. 14, 15-75, Designating Official Board Member to Circuit Engineering District No. 8 (this item was left on the agenda in error). 


Motion was made by Shanks and seconded by Rowe approving Officers Request for Supplemental Appropriations to add to Assessor Visual Inspection Maintenance & Operations (M&O) G1700-20 for reimbursement of registration fees that were paid.  Motion carried:  Rowe, aye; Shanks, aye.


Motion was made by Shanks and seconded by Rowe approving the following Resolutions to Deposit Funds:  Res#14, 15-77, Highway Dist#1-$500.00, Public Service/Pipeline Crossing Line Installation; Res#14, 15-79, Highway Dist#3-$14,919.67, BIA A13AC00017-H3103-64, 44th Street Reconstruction Project; Res#14, 15-80, Highway Dist#3-$20,773.75, BIA A13AC00098-H3103-65, Tonkawa Tribal Reconstruction Res#14, 15-81, Highway Dist#3-$3,562.00 ($2,962.00 & $600.00), sale of unprepared plate steel.    Motion carried:  Rowe, aye; Shanks, aye. 


Motion was made by Shanks and seconded by Rowe approving the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#1-$500.00; Highway Dist#3-$14,919.67; Highway Dist#3-$20,773.75; Highway Dist#3-$3,562.00; Sheriff’s Service Fee-$22,398.93; County Sales Tax-$1,130.95; County Sales Tax-$18,681.16.  Motion carried:  Rowe, aye; Shanks, aye. 


There were no unscheduled public appearances made.
