Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, September 2, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 29, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Dennis Bonewell, Kay County Emergency Management Director; Vance Johnson, Kay County Commissioner District No. 1 Elect; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of August 25, 2014.  Motion carried:  Rowe, abstained; Schieber, aye; Shanks, aye.

 

Jail Director Report:  There was no one in attendance from the Kay County Detention Center to give a report. 

 

Motion was made by Schieber and seconded by Shanks approving reimbursement claim on Election Board Secretary Salary for August 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe noted his crews are looking at horns and making sure the roads are still there and finishing up projects until the roads are dry enough to work.

 

Commissioner Schieber said crews are going to check Brake Road and do routine maintenance.

 

Commissioner Shanks reported his crews are working in the shop and cutting down dead trees on River Road.

 

Motion was made by Shanks and seconded by Schieber approving Title Page-Bridge over Beaver Creek, Project No. STP-136C(215)CI, J/P No. 28434(04), Bridge “A” NBI No. 01005 Old Location No. 36E0030N3470003, Dist#2.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Resolutions to Deposit Funds:  Res#14, 15-47, Highway Dist#3-$1,000.00, Public Service/Pipeline Crossing Line Installation (2).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#3-$1,000.00; Sheriff’s Service Fee-$24,165.88; County Sales Tax-$16,760.04.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.  

 

Motion was made by Schieber and seconded by Shanks approving Blanket Purchase Orders (Note:  Date stamp 8-25-14 was accidently left on Jason Shanks stamp).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
