Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 18, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 15, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Rhonda Stephens, Kay County Deputy Treasurer; Carol Purdy, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Harold Hughs, KCDC;  Dennis Bonewell, Kay County Emergency Management Director; Vance Johnson, Kay County Commissioner District No. 1 Elect; Heather Roquemore and Stephanie Cervantes, Oklahoma Court Services (OCS); Ray Ball, Kaw Nation; Colt Donelson, Ponca Tribe; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of August 11, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Heather Roquemore, Oklahoma Court Services, noted approximately 717.5 hours of community service the 83 clients worked this past month at the Human Society and the United Methodist Church.  Ms. Roquemore told the different tasks performed and the various places where they worked.  She introduced Stephanie Cervantes and said she would be attending the meetings and presenting the reports in the future.

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 198 as the current head count, 55 arrested and released over the weekend and 119 for the week, 16 inmates sentenced to Department of Corrections (DOC) and mentioned DOC is holding around 182-200; 13 inmates sentenced to county time, 10 contracts with BIA and Bridgeway and currently are holding two (2) inmates on writs (prison to court).

 

Motion was made by Schieber and seconded by Shanks approving final approval on all documents relating to county owned properties that sold during a special commissioner’s sale on 8-12-14.  Deputy Treasurer Rhonda Stephens reported the properties sold to 18-20 individuals.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe stated his crews are hauling sand and rock, Southern Star pipeline work continues, working on bridge south of Nardin, 13th Street closed north of Tonkawa for approximately two months and Hubbard Road is closed west of Waverly.

 

Commissioner Schieber said crews are blading, mowing, painting lines on Pecan Roads and he noted the road is concrete not asphalt, beams are being set on bridge on Ferguson and stated Hubbard Road work continues and he will meet with ODOT on Thursday. 

 

Commissioner Shanks stated crews are blading, mowing and tearing out Bridge 247 on Adobe Rd., and mentioned a few roads closed in the Braman area. 

 

Motion was made by Shanks and seconded by Schieber approving CED#8 Pony Truss Replacement Fund Materials Request Form for Project Bridge#247 Type 2 PC Beam Bridge, NBI#09407, Dist#2.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving Bridge Application Form Emergency & Transportation Revolving Fund Program, Bridge:  NBI#9407, Str. Loc.#36N3370E0030003, ETRCB8-36-2(27)14, Dist#2. Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber approving Contract Agreement-Emergency & Transportation Revolving, ETR Fund, Project No. ETR-CB8-36-2(27)14, Dist#2.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber rejecting Bid#2014-47 County Bridge#247 over Chilocco Creek, Dist#2 (opened in BOCC meeting 8-11-14).  Shanks said he is rejecting all bids due to price.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber approving to rebid County Bridge#247 over Chilocco Creek, Dist#2.  Shanks noted he is rebidding because the county will pay for the rip rap portion of the bid.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
