Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 4, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 1, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Cheryl Howard, Kay County Election Board;  Dennis Bonewell, Kay County Emergency Management Director; Kevin Lane, The Railroad Yard; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of July 28, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 211 as the current head count, 49 arrested and released over the weekend and 106 for the week, 17 inmates sentenced to Department of Corrections (DOC) with DOC still pulling inmates, 11 inmates sentenced to county time, 13 contracts with BIA and Bridgeway and currently are holding four (4) inmates on writs (prison to court). 

 

Motion was made by Schieber and seconded by Shanks approving Juvenile Detention Services Agreement by and between Oklahoma Juvenile Justice Services, Inc. and the BOCC, $23.26 per day per child.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving Resolution No. 14, 15-33 Requesting Information on Future Telephone Line Installation.  Rowe said this is comparable to the Public Service Pipeline Crossing  Line Installations whereas the BOCC would manage the use of public utilities within the county right-of-way for the safety of the traveling public (O.S. 69 Section 101 & 1401).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber approving Transfer to TouchTone Service for toll free number on phone system (discount on 800 number call ins).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving Contract/Agreements by and between the Kay County Health Department and:  Anco Services, Inc. to provide janitorial services to Ponca City and Blackwell; Ponca City School District to provide behavioral health services to the students and/or families of students; Becky Wolfe to provide Directly Observed Therapy (DOT) and related services to tuberculosis (TB) patients.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving Agreement by and between the BOCC and Ronnie Teer for remote terminal capabilities with the Assessor’s Office.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe stated his crews are blading, hauling material, mowing and trying to get the roads back into shape after the rain.

 

Commissioner Schieber said crews are mowing, hauling rock and sand to needed areas.

 

Commissioner Shanks stated crews are blading, mowing, and hauling rock and sand where needed.

 

Motion was made by Schieber and seconded by Shanks approving a Lease Purchase Agreement for Equipment and all financial documents pertaining to the purchase of a 2014 Kaufman 50 Ton RGN Lowboy Trailer, Dist#1.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks Tabling State of Oklahoma Department of Transportation Project Maintenance, Finance and Right of Way Agreement.  Commissioner Rowe said this using the cross town beams for this bridge and tabling so the District Attorney can review.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
