Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 28, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 25, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Harold Hughs, Kay County Detention Center (KCDC); Dennis Bonewell, Kay County Emergency Management Director; Ray Ball, Kaw Nation; Vance Johnson, Kay County Commissioner Dist#1 Elect; Kristi Woolley, Oklahoma Juvenile Affairs (OJA); Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of July 21, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving Chairman to sign Oklahoma Juvenile Affair Claims for May 2014-$3,089.76 and June 2014-$2,675.48.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Jail Director Report:  Harold Hughs, KCDC, presented a report noting 205 as the current head count, 48 arrested and released over the weekend and 109 for the week, 15 inmates sentenced to Department of Corrections (DOC) with DOC still pulling inmates, 12 inmates sentenced to county time, 13 contracts with BIA and Bridgeway and currently are holding three (3) inmates on writs (prison to court). 

 

Motion was made by Schieber and seconded by Shanks Tabling Contract by and between the Kay County Health Department and Anco Services, Inc. to provide janitorial services to Ponca City and Blackwell.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks Tabling Memorandum of Agreement by and between the Kay County Health Department and the Ponca City School District to provide behavioral health services to the students and/or families of students.  DA Hermanson said he reviewed and it agreement did not meet requirements.    Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe stated his crews are hauling material, screening shell, fixing bad spots in the roads, mowing roadside, hauling sand and fixing east/west roads around Blackwell and Braman.  He mentioned Southern Star is putting in pipeline and roads are closing.

 

Commissioner Schieber said crews are hauling rock to Timberline Heights Addition, blading, mowing and pouring head walls on Bridge 84.

 

Commissioner Shanks stated crews are blading, mowing, shouldering Pecan Road and patching black top. 

 

Motion was made by Schieber and seconded by Shanks approving a Lease Purchase Agreement for Equipment and all financial documents pertaining to the purchase of a 2014 Kaufman 50 Ton RGN Lowboy Trailer, Dist#1.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Rowe and seconded by Schieber approving Programming Resolution No. 14, 15-26 Project CN 175, NBI# 01630, Structure #36N3140E0030006 Bridge and Approaches, Dist#3.  Rowe explained he wanted to apply for this project to get engineering; he called it the Honeywell Bridge.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installations:  Kay County Rural Water Dist#3, SW4 S21 T27N R2E ending SE4 S22 T27N R2E, Union Str., Dist#2; Tylan Poly Services LLC, NW4/NW4 S21 T25N R1E ending SW4/SE4 S15 T25N R1E, Riverview Rd., Dist#1. 

Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks noting the following Kay County Monthly Reports for June 2014:  Court Clerk.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#14, 15-23, Highway Dist#1-$250.00, Public Service/Pipeline Crossing Line Installation; Res#14, 15-25, Highway Dist#1-$1,200.00, reimbursement for rock used in Timberline Heights Addition.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#1-$250.00; Highway Dist#1-$1,200.00; Highway Dist#1-$60,676.13 (Lapsed Balance FY13/14); County Sales Tax-$35,458.04; County Sales Tax-$1,547.40.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.  

 

Motion was made by Shanks and seconded by Schieber approving the following Transfer of Appropriations:  County Sales Tax Maintenance & Operations (M&O)-$6,000.00 to JFA Part-time; Preservation Capital Outlay-$4,500.00 to M&O; Highway Dist#2 M&O-$1,402.23 to Lease Purchase; Highway Dist#3 Personal Services-$12,834.54 to M&O; Highway Dist#1 M&O-$5,400.00 to Prentice Road Project; Service Fee Courthouse Security Overtime-$2,165.20 to Courthouse Security Personal Service.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
