Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 21, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 18, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney (DA); Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Don Jones, Kay County Detention Center Director (KCDCD); Dennis Bonewell, Kay County Emergency Management Director; Cheryl Howard, Kay County Election Board; Ray Ball, Kaw Nation; Vance Johnson, Kay County Commissioner Dist#1 Elect; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of July 14, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Heather Roquemore, Oklahoma Court Services, noted approximately 664 hours of community service the 40 clients worked this past month at the Human Society and the United Methodist Church.  Ms. Roquemore told the different tasks performed and handed out fliers.

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 190 as the current head count, 45 arrested and released over the weekend and 105 for the week, 12 inmates sentenced to Department of Corrections (DOC) with DOC still pulling inmates, 13 inmates sentenced to county time, 11 contracts with BIA and Bridgeway and currently are holding two (2) inmates on writs (prison to court).  Jones also presented a Fiscal Year Report reporting from 2009 through 2014 on the Average Daily Population and the Intake/Release.

 

DA Hermanson discussed the changes regarding the Department of Corrections. 

 

Motion was made by Shanks and seconded by Schieber approving funding for the August 26, 2014 election (Kay County Election Board) in the amount of $2,500 out of the General Government account.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving Agreement entered into by and between the Kay County Health Department and United Way of Ponca City, to provide office and common area space to the United Way for use by Smart Start Kay County.  DA Hermanson noted corrections were made to this Agreement that was previously submitted.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving Full Service Maintenance Agreement for the Kay County Health Department with changes recommended by DA Hermanson.  DA Hermanson noted contracts/agreements are only made for one year and suggested marking out the portion of the agreement that stated “automatic” renew.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Rowe and seconded by Schieber Tabling Contract by and between the Kay County Health Department and Anco Services, Inc. to provide janitorial services to Ponca City and Blackwell.  DA Hermanson pointed out the attachment is not what the contract states.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving Resolutions of BOCC Applying to The Office of Christy Kennedy Kay County Treasurer for FY ending June 2015.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber approving County Officers & Deputies Association Annual Membership Dues for FY 2014-15 in the amount of $627 to be paid out of General Government.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe stated his crews were mowing, blading, hauling rock to the worst places in the roads and hauling materials off of bridge by Hwy. 60 to 44th Street. He said 140th Street south of Nardin will be closed for approximately 120 days.

 

Commissioner Schieber said crews are blading, hauling rock and mowing.

 

Commissioner Shanks stated crews are blading, hauling rock and taking out trees on Dry Road and “U” Street. 

 

Motion was made by Shanks and seconded by Schieber approving going out on bid for construction on Bridge 247 over Chilocco Creek, Dist#2.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving a Lease Purchase Agreement for Equipment and all financial documents pertaining to the purchase of a 2014 Kaufman 50 Ton RGN Lowboy Trailer, Dist#2.  Motion carried:  Rowe, nay; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks noting the following Kay County Monthly Reports for June 2014:  County Clerk.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving designating Requisitioning Officer-Judge Phillip Ross, Judge D.W. Boyd/Receiving Agent-Sheralyn Eubanks, Brenda Dilbeck, Melissa Qualls/Inventory Clerk-Brenda Dilbeck, Melissa Qualls for FY2014-15 on the Drug Court Account DC0500.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving the following Resolutions to Deposit Funds:  Res#14, 15-22, Highway Dist#3-$2,000.00, Public Service/Pipeline Crossing Line Installation.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Shanks and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway-$322,178.57, Dist#1-$107,392.86; Dist#2-$107,392.85; Dist#3-$107,392.86; Highway Dist#3-$2,000.00; Highway Dist#3-$70.18; CBRI 105C-$17.48; CBRI 105C-$31,798.40; Visual Inspection Reimbursement-$829.82; County Improvement-$0.17; Public Buildings Authority-Tonkawa Public Schools-$0.67;Public Buildings Authority-Pioneer Technology Center-$1.22.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.  

 

Motion was made by Shanks and seconded by Schieber approving Payroll with warrants to be released on July 30, 2014 (corrected from Agenda that read July 30, 2015).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
