Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, scheduled a special session for 10:00 o’clock a.m. on Tuesday, July 1, 2014, in the Kay County Commissioners Court, 1st Floor, Kay County Courthouse, Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 27, 2014 at 9:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

This was a joint meeting with the BOCC and the Kay County Excise Board.

 

Motion was made by Schieber and seconded by Shanks approving Tammy Reese, Kay County Clerk as the county official to compile the Schedule of Expenditures of Federal Awards (SEFA) Report by grant for FY 2013-2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Resolutions for FY 2014-2015:  Res#14, 15-1, Tonkawa News being designated as the legal newspaper for publishing all legal notices and publications of Kay County; Res#14, 15-2, Renewing All Lease-Purchase Agreements; Res#14, 15-3, Workers’ Compensation Premiums; Res#14, 15-4, Tort Liability and Automobile Insurance Premiums; Res#14, 15-5, Insurance Premiums; Res#14, 15-6, Court Fund Salaries; Res#14, 15-7, Overtime Work for City/School Elections; Res#14, 15-8, Resale Fund Salaries; Res#14, 15-9, County Sales Tax/ Justice Facilities Authority (JFA) Transactions; Res#14, 15-10, Drug Court Transactions; Res#14, 15-11, Use Tax Funds; Res#14, 15-12, Telephone service and usage; Res#14, 15-13, Monthly rent of DHS Building to Public Building Authority; Res#14, 15-14, County Bridge and Road Funding; Res#14, 15-15, Cigarette Tax.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

Kay County Applications for Temporary Appropriations for 2014-2015:  The Temporary Appropriations and the Estimate of Needs for 2015 were presented to the BOCC and the Kay County Excise Board and discussed by each of the Kay County Officers.  Questions were asked and officers answered questions accordingly.

 

Motion was made by Schieber and seconded by Shanks approving the Temporary Appropriations and the Estimate of Needs for 2015 as presented.  (Copies are on file in the County Clerk’s office).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

No action was taken on the following Resolutions to Deposit Funds:  Res#13, 14-255, Child Abuse Prevention, Toshiba Copier, junked (it was listed incorrectly on the Agenda). 

 

No action was taken on the following Cash Fund Estimate of Needs & Request for Appropriations:  Child Abuse Prevention-$36.80. 

 

Motion was made by Shanks and seconded by Schieber approving the following Transfer of Appropriations:  Hwy Dist#2 Maintenance & Operations-$500.00 to Travel.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
