Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 2, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 30, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney; Everette Van Hoesen, Kay County Sheriff; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Rhonda Stephens, Deputy Kay County Treasurer; Cheryl Howard, Kay County Election Board Secretary; Harold Hughs, Kay County Detention Center; Dennis Bonewell, Kay County Emergency Management Director; Larry Klumpp, OSU Extension; Ray Ball, Kaw Nation; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Shanks and seconded by Schieber approving regular meeting minutes of May 27, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Jail Director Report:  Harold Hughs, KCDC, presented a report noting 214 as the current head count, 56 arrested and released over the weekend and 119 for the week, 27 inmates sentenced to Department of Corrections (DOC), 13 inmates sentenced to county time, four (4) contracts with BIA and Bridgeway and currently are holding three (3) inmates on writs (prison to court).  He enclosed a 2013-2014 comparison report as well.

Hughs said inmates were helping Dist#3 and Ray Ball, Kaw Nation.

 

Hughs mentioned the DOC is becoming overcrowded and inmates are being released. 

 

Motion was made by Schieber and seconded by Shanks approving and accepting the highest bid from Alan Keller in the amount of $1.00 on Commissioner Sale, Lot 29 Block 3 Souligny Addition-Ponca City/PC Souligny Addition Block 3 Lots 29-30.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks to Table Total Assessment Solutions Corp., TASC, Contract for Services, Agreement By and Between the Kay County Assessor’s Office and the BOCC for further review because  DA Hermanson had concerns with agreement.   Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving Agreements with AT&T for their new telephone service.  Signatures needed on Customer Letter of Agency and NBS Customer Service Agreement.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving purchasing phones with the new system for the District Attorney’s office out of the Use Tax account.  Hermanson asked for new phones so their phones would be compatible in the future.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe noted crews are cutting out the bad spots of concrete on 44th Street and he said 44th Street would be shut down from Dry Road to Peckham Road.  He said crews will not be setting beams due to rain, putting out rock in Braman and sanding in Tonkawa.

 

Commissioner Schieber said due to recent rains his crews are doing regular maintenance and checking roads for high water.

 

Commissioner Shanks stated River Ridge Construction is pouring concrete on Bridge 200.  He said crews are working on River Road. 

 

Motion was made by Schieber and seconded by Shanks Tabling County Five Year Plan.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks Tabling Bid#2014-43, Concrete Walk Ways and Chain Link Fence, Sheriff Firearms Training Facility (bid opened in BOCC meeting on 5-27-14).  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Public Service/Pipeline Crossing Line Installations:  Cable One, NS EW S4 T26N R2E ending NS EW S3 T26N R2E, Hubbard Rd., Dist#3.   Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#13, 14-236, Open Dump Reward-$100.00, April 2014 Reward Fees; Res#13, 14-237, Highway D#2-$343.40, sale of scrap metal; Res#13, 14-238, Highway D#1-$289,384.46, BIA Reimbursement Hubbard Overflow Structure Project FY13-14 H3101-55.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#2-$343.40; Sheriff’s Service Fee-$17,742.17; County Sales Tax-$54,924.72; Open Dump Reward-$100.00; Highway Dist#1-$289,384.46.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving the following Transfer of Appropriations:  JFA Part-time-$1,986.98 to Personal Service.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

Bid#2014-44, Janitorial Services Health Department (Ponca City & Blackwell) was opened as follows:  ANCO Services - $1,610.00 per month for Ponca City location/$475.00 per month for Blackwell location.
