Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 14, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 11, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Jason Shanks, Member; Brian Hermanson, District Attorney; Everette Van Hoesen, Kay County Sheriff; Carol Purdy, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Marilee Thornton, Kay County Court Clerk; Don Jones, Kay County Detention Center Director; Harold Hughs, Kay County Detention Center (KCDC); Dennis Bonewell, Kay County Emergency Management (EM); Cheryl Howard, Kay County Election Board; Larry Klumpp, OSU Extension; Jan Heffner and Jim Carver, Bear Creek Fire Department Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Schieber and seconded by Shanks approving regular meeting minutes of April 7, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 234 as the current head count, 55 arrested and released over the weekend and 119 for the week, 46 inmates sentenced to Department of Corrections (DOC), 12 inmates sentenced to county time and two (2) contracts with BIA and Bridgeway.  

 

Motion was made by Schieber and seconded by Rowe approving appointment of Commissioner Jason Shanks to the Kay County Justice Facilities Authority.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Rowe approving to appoint BOCC Jason Shanks to the NODA Board.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Shanks approving to sign a Colonial Life Flex Supplemental Form to allow employees options concerning insurance under a flexible benefit plan.  DA Hermanson said he reviewed the form and remarked he had no problems with it.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Agreements between BOCC and subscribers for remote terminal capabilities in the Assessor’s office:  Steven Brumley; Savage, Savage & Brown.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Motion was made by Schieber and seconded by Rowe approving to have BKL, Inc. draw up specifications and be the inspector on the work done at the courthouse regarding the slab cracking and settlement.  Commissioner Schieber said the northeast corner of the courthouse is one inch lower than the southwest corner.  He discussed possible repair solutions.    Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe talked about his upcoming Kaw Nation GRS Showcase demonstrating and presenting different styles of bridges.  Rowe said interested parties will need to RSVP and he added it is an interesting process.

 

Rowe told 44th Street will be closed for another six weeks and said a second bridge on that street has been poured.  He said Bridge 136 west of Tonkawa is opened and discussed the work being done at Nardin in front of the church leading to the elevator.  Rowe mentioned he has crews out hauling sand and rock and blading throughout the district.

 

Commissioner Schieber reported Ferguson Street as being closed to get a bypass built around bridge on Ferguson Str.  He noted it is on a dead end road. 

 

Commissioner Shanks stated Bridge 237 is opened and crews are reshaping road north of Peckham Road on Pleasant View.

 

Motion was made by Schieber and seconded by Shanks approving Bridge Inspection Invoice No. 436339 and Report of Conference between Bridge Owner and Bridge Inspection Consultant-Bridge Inspection Contract E.C. 1434D  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

No action was taken on going out on bid for remaining balance on the new Dist#3 facility. 

 

Motion was made by Rowe and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installations:  Best Well Services, SW4/S2 S31 T27N R2E ending SW4/S2 S36 T27N R1E, Ranch Rd., D#3; Best Well Services, N2/NW4 S5 T27N R2E ending SW4/S2 S36 T27N R1E, Coleman Rd., D#3.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.

 

No action was taken on Public Service/Pipeline Crossing Line Installations for Southern Star Central Gas Pipeline, Inc., SW4/NW4 S7 T27N R2W ending SW4/SW4 S9 T27N R1W, Multiple road crossings, D#3.

Motion was made by Schieber and seconded by Shanks approving the following Resolutions to Dispose of Equipment:  Res#13, 14-195, Assessor’s Office, HP Laser Jet Printer, junked; Res#13, 14-196, Court Clerk Office, Pitney Bowes Postage Meter, Pitney Bowes picked up and replaced with new model for upgrade.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Schieber and seconded by Shanks approving the following Resolutions to Deposit Funds:  Res#13, 14-194, Highway D#3-$500.00, Public Service/Pipeline Crossing Line Installations.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye. 

 

Motion was made by Shanks and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations: Highway Dist#3-$500.00; CBRI 105C-$33,302.88; County Sales Tax-$338,558.93; Use Tax Collections-$29,261.65.  Motion carried:  Rowe, aye; Schieber, aye; Shanks, aye.
