Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 17, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 14, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Steve Austin, Member; Brian Hermanson, District Attorney; Everette Van Hoesen, Kay County Sheriff; Rhonda Stephens, Kay County Treasurer’s office; Don Jones, Kay County Detention Center Director; Harold Hughs, Kay County Detention Center (KCDC); Dennis Bonewell, Kay County Emergency Management (EM); Peggy Randol and Sammie Webb, Kay County Dist#2; Jan Heffner, Bear Creek Fire Department; Cecil Michal, NODA; Heather Roquemore, Oklahoma Court Services (OCS); Ray Ball, Kaw Nation; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of March 10, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Heather Roquemore, OCS, reported 652 hours worked with 58 defendants working.  Some of the projects mentioned were:  Humane Society, Camp McFadden, and Ponca Lake.  Upcoming projects:  Ponca City Nature Trail and Albright United Methodist Church. 

 

Jail Director Report:  Don Jones, KCDCD, presented a report noting 230 as the current head count, 59 arrested and released over the weekend and 145 for the week, 41 inmates sentenced to Department of Corrections, 19 inmates sentenced to county time and two (3) contracts with BIA and Bridgeway.

 

Motion was made by Schieber and seconded by Austin approving Kay County Sheriff’s Office entering into a Mutual Assistance Agreement with the Kay County Justice Facilities Authority.  DA Hermanson said this contract is being entered into so both departments can assist each other.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving and accepting bids on the following county owned property:  902 W. Padon, Blackwell, OK – Blackwell Baptist College Block 12 Lots 22-24 in the amount of $150.00 from Aaron Rascon and Blackwell-Original Town Block 149 Lot 1 in the amount of $1.00 from Robert Chessher.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving the following Agreements between BOCC and subscribers for remote terminal capabilities in the Assessor’s office:  Michael C. Trewit, Attorney; Blubaugh Insurance.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving Kay County Treasurer’s Account G1200, C0600 and G0600 Requisitioning Officer-Christy Kennedy & Rhonda Stephens, Receiving Agent-Christie Hudson and Inventory Clerk-Christie Hudson.  . Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe said bridge at Tonkawa was poured; it took 100 yards of concrete and everything went well.  He stated it would be two-three weeks before opened.  Rowe indicated 44th Street was approximately 90% completed and noted Duit Construction was working on the job.  He said crews were blading and hauling sand where needed.

 

Commissioner Schieber reported crews are hauling rock, blading and cutting trees.

 

Commissioner Austin stated crews had two blades out on Braman/Bender Rd. and pouring a bridge, trimming trees and blading.    

 

Motion was made by Rowe and seconded by Schieber approving CED#8 Pony Truss Replacement Fund Materials Request Form, Bridge Circle# 136, NBI# 04550, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Austin Tabling Professional Services Agreement between the BOCC and Enviro Clean Services, LLC for Services to be provided by Consultant for Client on the County Right-of-Way Smelter Waste Remediation Project.  DA Hermanson questioned if this should be bid; BOCC tabled to wait for authorization.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.   

 

Motion was made by Rowe and seconded by Schieber approving lease purchase paperwork from Yellowhouse Machinery for Bid#2014-20, Loader for District#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.  

 

Motion was made by Rowe and seconded by Schieber approving Interlocal Agreement between Kay County and City of Braman.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.  

 

Motion was made by Austin and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installations:  Phillips 66, SE4 S34 T26N R2E, Dist#1; Select Energy, NW NW 12-25-2W ending SE SE 35-25-2W, 76th Street, Renewal, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Kay County February 2014 Monthly Reports:  County Clerk; Assessor; Election Board; Kay County Health Dept; Sheriff.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving Res#13, 14-186, Highway Dist#3, Television/VCR combo, junked.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Resolutions to Deposit Funds:  Res#13, 14-182, Highway Dist#1-$500.00, Public Service/Pipeline Crossing Line Installation; Res#13, 14-183, Highway Dist#3-$847.45, sale of scrap meal.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#1-$500.00; Highway Dist#3-$847.45; Highway-$267,067.39 (Dist#1-$89,022.47, Dist#2-$89,022.46, Dist#3-$89,022.46); CBRI 105C-$27,812.55; County Sales Tax-$320,227.17; Use Tax Collections-$27,141.83; Public Buildings Authority-$1,408.84.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Unscheduled public appearances:  Dennis Bonewell, Emergency Management Director, noted a Standard Operating Procedures needed to be developed regarding transporting diseased livestock across the state line.
