Kay County Courthouse

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 3, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 28, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Steve Austin, Member; Brian Hermanson, District Attorney; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Cheryl Howard, Kay County Election Board Secretary; Dennis Bonewell, Kay County Emergency Management; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of February 24, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

No Jail Director Report was given. 

 

Motion was made by Schieber and seconded by Austin approving reimbursement for Election Board Secretary Salary for February 2014.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Austin and seconded by Schieber approving and accepting the bid in the amount of $100 from Laura Lake on county owned property – 312 S. 9th Ponca City Bluffdale Addition, Block 9 Lots 7-8.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioners indicated they were clearing snow and putting sand on bridges.

 

Commissioner Austin said his crews cleared the courthouse parking lot and helped with clearing off the sidewalks.

 

Motion was made by Schieber and seconded by Austin approving to employ BKL for engineering regarding foundation work needed at the courthouse.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving going out on bid for an above ground fuel storage tank system, Dist#3.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Public Service/Pipeline Crossing Line Installations:  Select Service-NW4/NW4 S12 T25N R2W ending SE4/SE4 S35 T25N R2W, 76th Str., D#3; Select Service-SW4/NE4 S25 T27N R2W ending NE4/NW4 S18 T25N R1W, N 60th & Stateline, D#3 (2).  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Rowe and seconded by Schieber approving the following Resolutions to Dispose of Equipment:  Res#13, 14-168, Assessor’s Office, Toshiba copier, junked; Res#13, 14-173, Court Clerk, 300X boxes, returning to AOC; Res#13, 14-174, Highway Dist#3, John Deere Tractor 6430 Cab, surplus to be traded in on the purchase of two new tractors from P&K State Contract and the mower that was purchased with tractor; Res#13, 14-175, Highway Dist#3, John Deere Tractor 6430 with JD673 Loader, surplus to be traded in on the purchase of two new tractors from P&K State Contract and the mower that was purchased with tractor.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

Unscheduled Public Appearances:  Kay County Assessor Carol Purdy thanked the commissioner for the new additions in the ladies restroom.

 

Undersheriff Steve Kelley mentioned a reserve deputy who passed away last week.

 

DA Hermanson said he attended the closing on the school property; he said the keys to be the buildings were turned into him and mentioned there are items still in the school that need to be removed.

 

Mary Beth Ratliff, OSU Extension Office, pointed out that she is not receiving notices of the Fair Board meetings even after several attempts through email to Jim Menzer, President of the Kay County Fair Board.

 

DA Hermanson told her he would, once again, mention to Jim Menzer.
