Kay County Courthouse

Newkirk, OK

 

The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 3, 2014, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on January 31, 2014, at 8:40 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Tyson Rowe called the meeting to order.  Those present were as follows: Dee Schieber, Member; Steve Austin, Member; Brian Hermanson, District Attorney; Christy Kennedy, Kay County Treasurer; Don Jones and Harold Hughs, Kay County Detention Center (KCDC); Carol Purdy, Kay County Assessor; Marilee Thornton, Kay County Court Clerk; Dennis Bonewell, Kay County Emergency Management; Scout Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk (see sign in sheet). 

 

Chairman Tyson Rowe led the Flag Salute.

 

Motion was made by Austin and seconded by Schieber approving regular meeting minutes of January 27, 2014.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Jail Director Report:  Harold Hughs, KCDC, introduced Don Jones as the new Director for the Kay County Detention Center.  He reported 223 as the daily inmate count, 44 arrested and released over the weekend, 118 arrested and released for the week, 40 Department of Corrections, 16 sentenced to county time. (See report).

 

Aaron Bragg, White Cliff Pipeline II was present to discuss preconstruction plans for the 570 mile crude oil going through all three districts of Kay County to Cushing.  He talked about the different phases of the job.  Questions were asked regarding construction issues, signs and surveying matters, etc.

 

Motion was made by Schieber and seconded by Austin approving payment on an unclaimed body needing burial.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Agreements between BOCC and subscribers for remote terminal capabilities in the Assessor’s office as follows:  Arcadis US., Inc.; Cherokee Strip Credit Union; Larry Neeley; Rasa Floors; Neal Wittmer; Coldwell Banker.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Roads and Bridge Projects/Circuit Engineering District (CED) No. 8 Road and Bridge Projects:  Commissioner Rowe, Schieber and Austin reported crews would be getting equipment ready and getting prepared for the snow storm. 

 

Motion was made by Rowe and seconded by Schieber approving going out on bid for the following:  Used Wheel Loader with financing, Dist#3; Three Axle Trailer (used) with a 50 ton rear fold up ramp with full width neck, Dist#3; Concrete Box Liner, Dist#1.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Public Service/Pipeline Crossing Line Installations:  Select Service, NW4/NW4 S12 T25N R2W ending SE4/SE4 S35 T25N R2W, 76th Str., Dist#3; Mustang Gas Products, NE4/NE4 S21 T26N R1E ending NW4/NW4 S22 T26N R1E, “S” Str., Dist#1; Mustang Gas Products, NE4/NE4 S22 T26N R1E ending NW4/NW4 S23 T26N R1E, “T” Str., Dist#1.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving Res#13, 14-156, Oklahoma Department of Transportation (ODOT) requesting adjustments in the Functional Classification System within Kay County (Revisions noted on Resolution).  Austin said he was contacted by ODOT regarding removing a portion of Minor Collector Route 3608C, beginning at NS337 and extending east two miles on EW003 to NS339, thence south two miles EW005, thence west one mile to NS338 and adding a Minor Collector Route to connect two section of Minor Collector Route 3608C, beginning at NS338 and extending west one mile on EW005 to NS337, thence north two miles to EW003.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving Res#13, 14-157, Designating Official Board Member to CED#8 as follows:  Tyson Rowe as the official member, Dee Schieber as first alternate and Steve Austin as second alternate.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Schieber and seconded by Austin approving Res#13, 14-158, Approving Interlocal Cooperative Agreement for CED#8.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

Motion was made by Rowe and seconded by Austin approving the following Resolutions to Dispose of Equipment:  Res#13, 14-155, Hwy. Dist#3-325 Cat Excavator, surplus to be sold at Elk City Auction in March.   Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Schieber and seconded by Austin approving the following Resolutions to Deposit Funds: Res#13, 14-154, Hwy. Dist#1-$1,000.00, Two (2) Public Service/Pipeline Crossing Line Installations.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriations:  Highway Dist#1-$1,000.00; Sheriff’s Service Fee-$31,022.48; County Sales Tax-$47,829.82.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye. 

 

Motion was made by Austin and seconded by Schieber approving the following Transfer of Appropriations:  Hwy. Dist#2 Maintenance & Operations (M&O)-$3,096.00 (Adjusted amount from the Agenda-$85,406.76) to Lease Purchase.  Motion carried:  Rowe, aye; Schieber, aye; Austin, aye.

 

There were no Unscheduled Public Appearances made.
