The Trustees of the Kay County Justice Facilities Authority (JFA) met in special session at 2:30 p.m., Friday, October 21, 2011, at the Kay County Detention Center in Newkirk, OK. Notice of the special meeting was posted for public information on October 19, 2011, at the Kay County Detention Center front door and at the door of the Sheriff’s Training Room of the Detention Center in Newkirk, OK.

Chairman Bruce Robinson called the special meeting to order. Those present were as follows: Trustees – Steve Austin; Norris Frederick; Carl Giddens; Jim Stieber; Wes Young; Jody Burd, Kay County Detention Center Director; Bill & Claude Williams, Taxpayers for Transparency;; Tammy Reese, Secretary/Kay County Clerk (see sign-in sheet). Trustees Darrel Grossardt and Everette Van Hoesen were absent.

Motion was made by Wes Young and seconded by Jim Stieber approving Resolution of Kay County Justice Facilities Authority regarding partial paving of West Dry Road. Motion carried.

Motion was made by Norris Frederick and seconded by Wes Young approving Paving Construction and Funding Agreement by and between County Commissioners of Kay County and the Kay County Justice Facilities Authority not to exceed $250,000.00. Motion carried.

Motion was made by Carl Giddens and seconded by Jim Stieber to adjourn at 2:35 p.m. Motion carried.
