Kay County Justice Facilities Authority
The Trustees of the Kay County Justice Facilities Authority
(JFA) met in regular session at
Chairman Bruce Robinson called the meeting to order. Those present were as follows: Vice-Chairman Carl Giddens; Trustees –Darrel Grossardt; Jim Stieber; Wes Young, Everette Van Hoesen, Kay County Sheriff; Laile Wilson, Kay County Commissioner; Don Jones, Jail Consultant; David Cummings, JFA Attorney; Butch Byrd, Sedalco; Claude Williams, Taxpayers for Transparency; Sharon Rowen, Ponca City News; Scott Cloud, Newkirk Herald Journal; Steve Kelly, Undersheriff; Stephanie Ringgold; Barbara Bailey; Christy Kennedy, Kay County Treasurer; Patsy Leyva, Deputy Kay County Clerk/Secretary (see sign-in sheet). Member Norris Frederick was absent.
Motion was made by Wes Young and seconded by Darrel
Grossardt approving regular meeting minutes of
Discussion of ground breaking: Noting that there was a nice crowd of citizens present and thanking Sedalco for the success.
Darrell Grossardt gave report from Finance Committee meeting
of
Finley Cook Auditors recommended hiring a bookkeeper for
Justice Facility Authority and after discussion from Finance Committee motion
was made by Darrell Grossardt and seconded by Jim Stieber to hire Baskin
Stevens & Freeland of
Steve Kelley asked about submitted invoices for reimbursement. Bruce Robinson advised that these have already been approved and were just waiting for the requisitions for payment to be submitted. Van Hoesen advised that the raises had been given and that the jailers were grateful. Van Hoesen also noted that maintenance personnel had been interviewed.
Don Jones advised that in a few weeks a report on the expenses for new jail will be ready.
Butch Byrd, Sedalco, gave report on the progress at the jail
site. Building pad is complete,
underground plumbing complete, Geo thermal work beginning, compaction tests are
excellent, ground testing is right where we need to be, lab is out there
everyday running tests. Newkirk has
supplied temporary electricity. No water
yet, but have brought in a tanker. Bruce

Nothing new to report on status of litigation with Kay
Electric and the City of
After discussion of request from Kay County Clerk for the purchase of new Business Class HP Notebook at price of $2,753.00 and with the stipulation that the equipment would be owned by the Authority, Motion was made by Grossardt and seconded by Stieber to purchase the HP Notebook with XP Professional. Motion carried.
Motion was made by Young and seconded by Grossardt to submit the requisitions for David Cummings-Attorney fees and advance expenses for April 2009 in the amount of $6,466.48 and Don Jones-consulting fees for May 2009 in the amount of $2,300.00. Motion carried
There were no unscheduled public appearances.
There being no other business, motion was made by Grossardt
and seconded by Van Hoesen to adjourn (
