The Trustees of the Kay County Justice Facilities Authority
(JFA) met in regular session at
Chairman Bruce Robinson called the regular meeting to order. Those present were as follows: Trustees – Norris Frederick; Carl Giddens; Darrel Grossardt; Jim Stieber; Laile Wilson, Kay County Commissioner; Wes Young; Don Jones, Jail Consultant (2:35 p.m.); Steve Kelly, Kay County Undersheriff; David Cummings, JFA Attorney; Butch Byrd, Sedalco Construction Services; Ron Stevens, Baskin, Stevens & Freeland, PC; Matt Groves, Architects in Partnership (AIP); Sharon Rowan, Ponca City News; Scott Cloud, Newkirk Herald Journal; Tammy Reese Kay County Clerk/Secretary. Kay County Sheriff Everette Van Hoesen was absent.

Motion was made by Laile Wilson and seconded by Jim Stieber to continue with Bruce Robinson as Chairman and Carl Giddens as Vice-Chairman of the JFA for the 2009-2010 year. Motion carried.
Ron Stevens, Baskin Stevens & Freeland, PC, presented
the trustees with a Draft Budget for the year ending
Don Jones reported Oklahoma Juvenile Affairs is looking at private vendors to operate a new Juvenile Detention Facility; Jones said State pays per diem per day. He mentioned the scope of the current jail facility could possibly change.
Matt Groves, AIP, visited the new jail site and commented he is very pleased with the progress Sedalco has made. He left two preliminary color boards for the interior of the office area. The Color Selection/Floor Tile Committee consists of Wes Young, Jim Stieber, Carl Giddens and Bruce Robinson.
Butch Byrd, Sedalco, gave a detailed report on the construction progress at the new jail site. He told trustees what development would take place in the upcoming weeks and gave dates for specific items.
Topics mentioned: Cell blocks fully grouted; water available to site late January or early February; lift station expected to cost $90,000 and how this expense would affect the overall budget; fire hydrant, location, installation, meter, etc.
No action was taken on Change Order #0008 to provide/install four dedicated duplex electrical outlets in north wall of records archive room in the sheriff’s office.
Motion was made by Wes Young and seconded by Darrel Grossardt approving reimbursement to the Sheriff’s office for the purchase of maintenance, tools and equipment in the amount of $1,431.79. Motion carried.
No action was taken on purchasing a vehicle for the jail maintenance personnel. Undersheriff Steve Kelley pointed out that the maintenance person is on call 24 hours a day and will be attending a number of schools for training.
Motion was made by Carl Giddens and seconded by Norris
Frederick approving to go out for bid to purchase two washers/two dryers for
the new jail. Don Jones said the reason
they need to purchase at this time is to coordinate installation. Jones will write the bid specifications and
Motion was made by Darrel Grossardt and seconded by Carl Giddens approving Change Order #00006 to replace two stationary CCTV cameras in two high security dayrooms to pan tilt zoom function/upgrade one stationary camera located in jail booking room to PTZ upgrade, increase not to exceed $3,500.00. Motion carried.
Motion was made by Darrel Grossardt and seconded by Carl Giddens approving the purchase of inmate in-house video visitation system from Sierra in the amount of $116,083.00 (Change Order No. 0004). Motion carried.
Motion was made by Darrel Grossardt and seconded by Wes Young approving additional food/access passes to be installed in various doors, change order amount $13,047.00. Motion carried.
Motion was made by Carl Giddens and seconded by Jim Stieber approving purchasing inmate dayroom detention furnishings and dormitory bunk beds from Oklahoma Department of Corrections (no bid needed) in the amount of $76,255.29. Don Jones said this would also include installation. Giddens read a list detailing the specific items to be purchased. Motion carried.
Motion was made by Jim Stieber and seconded by Norris Frederick approving FY2009-2010 jail staff salary contribution to general fund as follows: Three jail officer positions/one maintenance position total salary/benefits for FY2009-2010-$142,248.00; Salary increase for 16 jail positions ($2.00 per hour) for FY2009-2010-$84,864.00. Motion carried.
Motion was made by Darrel Grossardt and seconded by Carl Giddens approving the following Requisitions submitted for payment: David Cummings, Attorney fees and advance expenses for July, 2009, in the amount of $1,776.01; Don Jones, Consulting fees for July 2009-$2,300.00; KellPro, Canon DR-2010C Scanner purchased for the County Clerk’s office in the amount of $527.00; Baskin Stevens & Freeland, P.C. Invoice #31061 dated June 30, 2009-$3,209.00 /Invoice #31184 dated July 31, 2009-$5,972.06-Total amount of both invoices $9,181.06; Sheriff’s Office-Service Fee Account, reimbursement $1,431.79; Kay County (County Sales Tax Fund), $142,248.00 for three jail positions/one maintenance position for FY2009-2010; Kay County (Sheriff’s General Account Fund), $84,864.00 increase 16 jail positions $2.00 per hour for FY2009-2010; Oklahoma Department of Corrections-$76,255.29 inmate dayroom detention furnishings and dormitory bunk beds; AIP Invoice No. 5 in the amount of $32,267.43; Sedalco Construction Services, fees and expenses, Application No. 4, Project No. 0720, in the amount of $1,650,850.69; City of Newkirk-$200.39, utility bill for electric and power adjustment. Motion carried.
There were no unscheduled public appearances.
