The Trustees of the Kay County Justice Facilities Authority
(JFA) met in regular session at
Chairman Bruce Robinson called the meeting to order. Those present were as follows: Vice-Chairman Carl Giddens; Trustees –Norris Frederick; Darrel Grossardt; Everette Van Hoesen, Kay County Sheriff (arrived after roll call 2:35 p.m.); Laile Wilson, Kay County Commissioner; Wes Young; Don Jones, Jail Consultant; Bill and Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Charles Abbott, Blackwell Journal; Sharon Rowen, Ponca City News; Steve Kelly, Undersheriff; Stephanie Ringgold, Jail Administrator; Patsy Leyva, Deputy Kay County Clerk/Secretary (see sign-in sheet). Member Jim Stieber, absent.
Motion was made by Bruce Robinson and seconded by Wes Young approving

Jail Report Status: Undersheriff
Steve Kelly reported prisoner count as of
Jail Consultant Don Jones presented Payroll Supplemental Proposal and after lengthy discussion, Motion made by Young and seconded by Grossardt to approve proposal and make increases for current 16 jail employee’s retro-active from January 2009, hiring 3 new jailers and hiring a jail maintenance person per job description to follow. Motion carried.
Motion made by Grossardt and seconded by Giddens approving requisition for payment of Don Jones, Jail Consultant, for consulting fees for March 2009 in the amount of $2,300.00. Motion carried.
