The Trustees of the Kay County Justice Facilities Authority (JFA) met in special session at 2:30 p.m., Wednesday, May 20, 2015, in the Sheriff’s training room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on May 18, 2015 at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Wes Young called the special meeting to order.  Those present were as follows: Trustees –Lowell LeFebvre; Bruce Robinson; Jim Stieber; Everette Van Hoesen; Don Jones, KCDC Director; David Cummings, JFA Attorney; Tammy Reese, Secretary/Kay County Clerk.  Absent:  Trustees – Jimmy Greenhagen & Jason Shanks. (See sign in sheet).

 

Bruce Robinson gave the opening prayer.

 

Motion was made by Jim Stieber and seconded by Bruce Robinson approving the regular meeting minutes of April 10, 2015 and May 8, 2015.  Roll call vote:  LeFebvre, abstained; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Jail Director Report:  Don Jones presented handouts with current inmate population statistics, a comparison report for the month of April comparing 2015 and 2014, Blanket Purchase Orders, Revenue Log, County Jail Sales Tax Revenue FY2010 to FY2015, Eastman National Bank and Bank of Oklahoma statements. 

 

Jones said the inmate population is down and currently are housing 232, 12 Department of Corrections (DOC) and Bridgeway inmates are down 10. 

Other reports from Jones:  He indicated he needed to hire some female officers and detention officers, quarterly inspections were done, all staff attended self-defense training (had great feedback from this training), repairs were made to some of the appliances and sewer pump.  He spoke about the camera system and needs and mentioned he would like to purchase a six month video replay.

Jones distributed KDCD Operations Budget packet for FY 2015/2016 and briefly went over his budget requests.

Jones answered various questions from the JFA Trustees.

 

 

Motion was made by Everette Van Hoesen and seconded by Bruce Robinson approving to enter into Executive Session pursuant to Title 25 O.S. Section 307.3 regarding purchase of property adjacent to the KCDC (3:03 p.m.).  Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber to reconvene from Executive Session back into the special meeting (corrected from agenda that read regular meeting) (3:30 p.m.).   Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Bruce Robinson and seconded by Everette Van Hoesen to adjourn (3:33 p.m.).  Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
