The Trustees of the Kay County Justice Facilities Authority (JFA) met in a regular session at 2:30 p.m., Friday, December 11, 2015, in the Sheriff’s training room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on December 10, 2015 at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Wes Young called the meeting to order.  Those present were as follows: Trustees- Lowell LeFebvre; Bruce Robinson; Jason Shanks; Jim Stieber; Wes Young; Don Jones, Director KCDC; David Cummings, JFA Attorney; Bill Williams and Claude Williams, Taxpayers for Transparency; Holly Cline, Deputy County Clerk.  Absent: Trustee – Jimmy Greenhagen and Everette Van Hoesen.  (See sign in sheet).

 

Bruce Robinson led the opening prayer.

 

Roll Call was taken.  (See Roll Call Sheet)

 

Motion was made by Shanks and seconded by Stieber to approve the minutes of the previous meeting.

 

Jail Director Report:  Don Jones presented the County Sales Tax appropriation ledger for the month of November for review by the board.

 

Jones noted that the inmate population is currently down and that cells may be repainted while the population is low.  Jones indicated that DOC is in the process of changing directors and when the new director takes over the jail could possibly contract to hold on average 100 prisoners.  Jones presented a 5 year population flow chart and reviewed inmate statistics. 

 

Jones notified the board of a puncture in the roof membrane that will be patched and that the water softener system was changed from salt to pellets.  Jones also indicated that the kitchen equipment has over 18,000 hours and that in the next few months replacing the convection oven and mixer should be considered.

 

Jones reported that the November sales tax was $283,204 and last year at this time it was $369,727 (a decrease of 23.5%)  He indicated that tax receipts had not been below $290,000 since April of 2011.

 

Cummings inquired about the current turnover rate of personnel.  Jones indicated that one employee had resigned the previous night and that two female employees are currently expecting and would be taking off in the future.

 

Motion was made by Shanks and seconded by Stieber to approve the KCJFA regular meeting dates for 2016.   The dates for 2016 meetings are as follows:  January 8, February 12, March 11, April 8, May 13, June 10, July 8, August 12, September 9, October 14, November 18 and December 9.  All meeting times are scheduled for 2:30 p.m. at the Kay County Detention Center.   Motion carried.  LeFebvre, aye; Robinson, aye; Shanks, aye; Stieber, aye; Young, aye.

 

Motion was made by Shanks and seconded by Stieber to nominate and elect Wes Young as Chairman of the KCJFA board.  Motion carried.  LeFebvre, aye; Robinson, aye; Shanks, aye; Stieber, aye; Young, abstained.

 

Jim Stieber thanked Young for his service to the board and for all he does at the detention center.

 

Motion was made by Stieber and seconded by Shanks to nominate and elect Bruce Robinson as Vice-Chairman for the KCJFA board.  Motion carried.  LeFebvre, aye; Robinson, aye; Shanks, aye; Stieber, aye; Young, aye.

 

There were no unscheduled public appearances.

 

Motion was made by Robinson and seconded by Shanks to adjourn at 3:14 p.m.  Motion carried.  LeFebvre, aye; Robinson, aye; Shanks, aye; Stieber, aye; Young, aye.
