The Trustees of the Kay County Justice Facilities Authority (JFA) met in a regular session at 2:30 p.m., Friday, April 10, 2015, in the Sheriff’s training room of the Kay County Detention Center (KCDC) in Newkirk, OK. Notice of the regular meeting was posted for public information on April 9, 2015 at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

Chairman Wes Young called the meeting to order.  Those present were as follows: Trustees – Jimmy Greenhagen;  Bruce Robinson; Jason Shanks; Jim Stieber; Everette Van Hoesen; Wes Young; Don Jones, Director KCDC; Harold Hughs, Deputy Director KCDC; Melissa Sprueill, KCDC; David Cummings, JFA Attorney; Brian Hermanson, DA; Bill Williams & Claude Williams, Taxpayers for Transparency; Holly Cline, Deputy County Clerk/Secretary.  Absent: Trustee – Lowell LeFebvre. (See sign in sheet).

Bruce Robinson led the opening prayer.

Motion was made by Robinson and seconded by Shanks to approve the minutes of the March 27, 2015 meeting.  Motion carried.  Greenhagen, abstained; Robinson, aye; Shanks, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

Jail Director Report: Don Jones reported that the current population of the facility was 257 inmates that morning.  Seven inmates would be moved to DOC custody the following week.  Currently there are three pregnant inmates, one due to deliver within three weeks.  Arrangements have been made for mother and baby.

Jones reported that sales tax collections for the month were $318,225.28 which is 6% less than the same month last year.  Overall YTD collections are up $94,048 for the first 10 months of the FY.

Jones reviewed Personnel Reports with the board.  Reports included longevity, job descriptions, staff attrition and staff to inmate ratios.  

Motion was made by Van Hoesen and seconded by Greenhagen to enter into executive session (2:41 p.m.) pursuant  to Title 25 O.S. Section 307 in regard to purchase of property adjacent to the Kay County  Detention Center. Motion carried. Greenhagen, aye; Robinson, aye; Shanks, aye; Stieber, aye; Van Hoesen; aye; Young, aye.

Motion was made by Van Hoesen and seconded by Robinson to reconvene from executive session back to regular session (3:21p.m.)  Motion carried.  Greenhagen, aye; Robinson, aye; Shanks, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

There were no unscheduled public appearances.

Motion was made by Van Hoesen and seconded by Robinson to adjourn at 3:34 p.m.  Motion carried: Greenhagen, aye; Robinson, aye; Shanks, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
