The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m., Friday, December 12, 2014, in the Sheriff’s training room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on December 11, 2014 at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

Chairman Wes Young called the regular meeting to order.  Those present were as follows: Trustees – Lowell LeFebvre; Bruce Robinson; Jason Shanks; Jim Stieber; Don Jones, Kay County Detention Center Director; Harold Hughs, Kay County Detention Center Assistant Director, Gwynn Hazucha, KCDC; David Cummings, JFA Attorney; Flint Junod & John Echols, ESW Corrections; Brian Hermanson, Kay County District Attorney; Bill & Claude Williams, Taxpayers for Transparency; Holly Cline, Kay County Deputy Clerk/Secretary.  Absent: Jimmy Greenhagen, Everette VanHoesen.  (See sign in sheet).

Wes Young opened the meeting with a prayer.

Jail Director Report:  Don Jones presented handouts with current inmate population statistics compiled by the deputy director as of December 8, 2014.

Jones noted that five detention center officers had graduated for the Reserve School recently conducted by the Sheriff’s Department.  He indicated these reserves could be utilized for additional transport officers or hospital watch duty.  Jones also mentioned that Kevin Main had recently been awarded the ARK Angel award for his work with At Risk Kids.

There was some discussion about the termination of the current healthcare contract with services ending February 12, 2015.

Flint Junod and John Echols of ESW Corrections gave a brief but detailed presentation of the history and services offered by ESW Corrections.   ESW Corrections began in 2009 and is based in Oklahoma. Currently they service Cleveland, McClain & Pottawattamie counties. They expressed interest in picking up the healthcare contract when the current one ends in February 2015.

There was much discussion about continued employment of the current nurse, doctor and psychiatrist and the addition of a quality assurance doctor to assist the current staff if they agree to employment by the company taking over the healthcare contract.

David Cummings recommended reviewing the information provided after the Request for Proposal (RFP) was completed and a formal proposal was presented.

There were no unscheduled public appearances made.

 

Motion was made by Robinson and seconded by Stieber to adjourn (3:15pm). Motion carried: LeFebvre, aye; Robinson, aye; Shanks, aye; Stieber, aye; Young, aye.
