The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m., Friday, July 11, 2014, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on July 10, 2014, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Vice-Chairman Wes Young called the regular meeting to order.  Those present were as follows: Trustees – Jimmy Greenhagen; Lowell LeFebvre; Jason Shanks; Everette Van Hoesen; Don Jones, Director KCDCD; Melissa Sprueill; KCDC; Gwynn Hazucha, KCDC; David Cummings, JFA Attorney; Brian Hermanson, District Attorney; Michael D. Schlichting, Salvation Army Mission Specialist; Bill and Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary.   Absent:  Chairman Bruce Robinson; Jim Stieber.  (See sign-in sheet).

 

Michael D. Schlichting gave the opening prayer.

 

Motion was made by Jason Shanks and seconded by Everette Van Hoesen approving regular meeting minutes of June 6, 2014.  Motion carried:  Greenhagen, abstained; LeFebvre, aye; Shanks, aye; Van Hoesen, aye; Young, aye.

 

Jail Director Report:  Don Jones presented handouts with stats regarding number of inmates, restrictions on diets, medication and ages. He also gave a report comparing 2014 and 2013 noting the increase of inmates and a daily population report.  The handouts included Eastman National Bank statement of account.

 

Jones said all the new radios were in and working clear; he told the old radios are on loan to courthouse offices.  He mentioned there have been several position changes and told the various reasons.  Jones said two training sessions will begin next week.  One will be reserve academy and it will be presented by the Sheriff’s Department and the other will be training on transporting inmates.   He indicated the end of year expenditures will be available at next month’s meeting.  Jones said he will be visiting two different prisons observing female inmates to examine how things are handled on a larger scale, borrow resources and gain a support system.

 

Jones answered questions from JFA Attorney David Cummings regarding finances.

 

Motion was made by Everette Van Hoesen and seconded by Lowell LeFebvre electing Wes Young as Chairman and Bruce Robinson as Vice Chairman for the KCFJA Board.  Motion carried:

Greenhagen, aye; LeFebvre, aye; Shanks, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Jason Shanks and seconded by Jimmy Greenhagen approving general liability and worker’s compensation insurance quotes for KCJFA from ACCO for FY 2015.  Motion carried:  Greenhagen, aye; LeFebvre, aye; Shanks, aye; Van Hoesen, aye; Young, aye.

 

Wes Young introduced Michael Schlichting.  Mr. Schlichting familiarized the board with “Bridges out of Poverty” with his handouts and indicated KCDC would be the first detention center in the state to adopt this program.  He said it was a 10 week program.  Mr. Schlichting said when an inmate leaves jail this program is designed to give that individual a better perspective on life and to be a productive citizen.

 

Gwynn Hazucha, KCDC Program Director, was introduced.  Sheriff Van Hoesen praised Gwynn for her work ethic and for being a great person.

 

Unscheduled public appearances:  District Attorney Brian Hermanson asked the board members if they spoke one on one with each other in the decision to elect the Chairman and Vice Chairman (because earlier one of the members said they had talked regarding this matter).  The board members said they spoke one on one and not as a group.

 

Motion was made by Everette Van Hoesen and seconded by Jason Shanks to adjourn (3:30 p.m.).  Motion carried:  Greenhagen, aye; LeFebvre, aye; Shanks, aye; Van Hoesen, aye; Young, aye.
