The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m., Friday, May 9, 2014, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK. Notice of the regular meeting was posted for public information on May 8, 2014, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.
Chairman Bruce Robinson called the regular meeting to order. Those present were as follows: Trustees – Jim Greenhagen; Lowell LeFebvre; Jason Shanks; Everette Van Hoesen; Wes Young; Don Jones, Director KCDC; Harold Hughs, KCDC; David Cummings, JFA Attorney; Bill & Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary. Absent: Jim Stieber. (See sign-in sheet).
Bruce Robinson gave the opening prayer.
Motion was made by Everette Van Hoesen and seconded by Jimmy Greenhagen approving regular meeting minutes of April 11, 2014. Motion carried: Greenhagen, aye; LeFebvre; Robinson, aye; Shanks, aye; Van Hoesen, aye; Young, aye.
Jail Director Report: Don Jones presented handouts with stats regarding number of inmates, restrictions on diets, medication, ages, and an Inmate Population Analysis. He also gave a report comparing 2014 and 2013 noting the increase of inmates and a daily population report for year and month for years 2010 thru 2014. The handouts included financial statements as well.
Jones stated the jail has lost 18 DOC inmates since the state has been removing them from county jails, due to this loss in DOC inmates the jail has felt a deficit of $15,000 a month in revenue.
Jones mentioned his staff participated in “Relay for Life.”
He said he would have work crews picking up trash around the county and transport officers would be providing supervision for these services.
Jones noted he has lost three staff members; two of those positions have been filled and should have the third position filled by next week.
He reported there have been no problems with the security electronics in several weeks.
2014-2015 KCFJA Budget: Jones presented the board with an Operations Budget folder that included the following information: Goals & Objectives, Staff Organization Chart, Average Daily Population, County Sales Tax Revenue 2010-2014, Sales Tax Yearly Totals, Jail Generated Revenue 2014, Breakdown of Non Sales Tax Revenue, FY 2013-14 Expenditures by Type, Maintenance & Operations (M&O), Staff Salaries, Detention Officer to Inmate Ratios, Intake & Release Data, Detention Staffing Pattern 8/4 Shift, Detention Staffing Pattern 12/8 Shift, Detention Staffing Pattern 4/12 Shift, FY2014-15 Projected Revenue, FY2014-15 Projected M&O, Total need for M&O FY2014-15-$1,029,450.00 (included designated items/areas), Personnel Salaries-cost of living increase/shift differential increase/increase staff 1.75 FTE listing amounts for each item listed. Total personnel budget and new positions-$1,974,182.00/total personnel budget if each item approved-$2,008,211.00.
Jones went over the entire handout page by page discussing in detail and answering questions from board.
Motion was made by Jimmy Greenhagen and seconded by Wes Young approving FY2014-2015 Maintenance & Operations-$1,029,450.00; Personnel Salaries-$1,904,482.00 plus cost of living increase-$20,858.00, shift differential-$13,171.00 and increase staff 1.75 FTE-$69,700.00-Total Personnel Budget-$2,008,211.00. Total amount for the FY2014-2015 KCDC Budget- $3,037,661.00. Motion carried: Greenhagen, aye; LeFebvre; Robinson, aye; Shanks, aye; Van Hoesen, aye; Young, aye.
Motion was made by Jason Shanks and seconded by Lowell LeFebvre approving to allocate $3,037,661.00 (100%) to Sales Tax fund for FY2014-2015. Motion carried: Greenhagen, aye; LeFebvre; Robinson, aye; Shanks, aye; Van Hoesen, aye; Young, aye.
Motion was made by Everette Van Hoesen and seconded by Jason Shanks approving the following purchase orders/requisitions submitted for payment: David Cummings, JFA Attorney-$475.64, attorney and miscellaneous fees for April 2014. Motion carried: Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
There were no unscheduled public appearances made.
