The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m., Friday, April 11, 2014, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on April 10, 2014, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees – Jim Greenhagen; Jim Stieber; Everette Van Hoesen; Wes Young; Don Jones, Director KCDC; Harold Hughs, KCDC; Brian Hermanson, District Attorney; Kay County Commissioner Jason Shanks; Bill & Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.   Absent:  Lowell LeFebvre.  (See sign-in sheet).

 

Bruce Robinson gave the opening prayer.

 

Motion was made by Everette Van Hoesen and seconded by Jimmy Greenhagen approving special meeting minutes of March 14, 2014.  Motion carried:  Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Jail Director Report:  Don Jones presented handouts with stats regarding number of inmates, restrictions on diets, medication, ages, and an Inmate Population Analysis. He also gave a report comparing 2014 and 2013 and noting the increase of inmates.

 

Jones told about a “Scared Straight” training program and added he has had many volunteers wanting to help.  He said computer equipment was installed this week.  He mentioned District No. 2 and 3 want inmates to help in various areas.

 

The handouts included financial statements as well.

 

Questions and answers occurred.

 

Maintenance and Operation (M&O) Reimbursement Request:  Jones provided a handout of unbudgeted M&O and repair items needing replaced as being court video arraignment security electronics such as:  intercom amplifiers, wireless radio data, etc. in the amount of $12, 170.00.

 

Motion was made by Jimmy Greenhagen and seconded by Everette Van Hoesen approving Maintenance and Operation (M&O) Reimbursement Request for court video arraignment security electronics in the amount of $12, 170.00.  Motion carried:  Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

 

Motion was made by Jim Stieber and seconded by Wes Young approving the contract with Finley & Cook, CPA’s for the annual audit of the KCJFA for the fiscal year July 1, 2013 to June 30, 2014.  Chairman Robinson mentioned the fees for service increase from $12,500 to $14,000 and out-of-pocket expenses $2,100 to not exceed $2,500.  Motion carried:  Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Jimmy Greenhagen and seconded by Everette Van Hoesen approving Commissioner Jason Shanks to the signature card at Eastman National Bank (Shanks to be nominated by the Board of County Commissioners on Monday, April 14, 2014).   Motion carried:  Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Jim Stieber and seconded by Wes Young approving the following purchase orders/requisitions submitted for payment:  David Cummings, JFA Attorney-$1,305.45, attorney and miscellaneous fees for March 2014.  Motion carried:  Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Unscheduled public appearances:  Discussion was made regarding transport issues, Sheriff’s gun range, DOC inmates and newly elected Commissioner Jason Shanks was introduced.

 

Motion was made by Everette Van Hoesen and seconded by Wes Young to adjourn (3:05 p.m.).  Motion carried:  Greenhagen, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
