The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m., Friday, February 7, 2014, in the Sheriff’s training room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on February 6, 2014 at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows:  Trustees –Lowell LeFebvre; Jim Stieber; Everette Van Hoesen; Wes Young; Harold Hughs, KCDC; Melissa Sprueill, KCDC; Don Jones, KCDCD; David Cummings, JFA Attorney; Brian Hermanson, District Attorney; Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Secretary/Kay County Clerk.    Absent:  Steve Austin; Jim Greenhagen.      (See sign-in sheet).

 

Bruce Robinson gave the opening prayer.

 

Motion was made by Wes Young and seconded by Everette Van Hoesen to approve the minutes of the January 10, 2014 regular meeting.  Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Jail Director Report:  Newly hired Director Don Jones reported he was grateful to be in this position and stated he couldn’t have asked for a better week.  He said all has gone well and he praised Harold Hughs, Melissa Spruiell and staff for their helpfulness.  Jones added he appreciated the opportunity to work in this capacity.

 

Jones reported the daily inmate population as 203; he presented the board with financial reports and said he is working on an organizational chart with staff.  Questions and answers followed.

 

Motion was made by  Everette Van Hoesen and seconded by Wes Young  approving designation on Requisitioning Officer (RO), Receiving Agent (RA) and Inventory Clerks (IC) on the following County Sales Tax accounts:  Jail Cash, Sales Tax and Commissary:  RO-Bruce Robinson, Steve Austin, Harold Hughs, Don Jones; RA-Melissa Spruiell, Bob Ennis; IC-Melissa Spruiell, Bob Ennis. Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Jim Stieber and seconded by Lowell LeFebvre approving the following purchase orders/requisitions submitted for payment:  David Cummings, JFA Attorney, $1,824.85 attorney & misc. fees for January 2014; Don Jones, Jail Consultant, $900.00 consulting fees for January 2014; Finley & Cook-$4,944.00 final bill on audit.  Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber to adjourn (2:43 p.m.).  Motion carried:  LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
