The Trustees of the Kay County Justice Facilities Authority (JFA) met in special session at 2:30 p.m., Thursday, December 26, 2013, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the special meeting was posted for public information on December 20, 2013, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the special meeting to order.  Those present were as follows: Trustees – Jim Greenhagen; Lowell LeFebvre; Jim Stieber; Everette Van Hoesen; Wes Young; Jody Burd, Director KCDC; Harold Hughs, KCDC; Melissa Sprueill, KCDC; David Cummings, JFA Attorney; Don Jones, JFA Consultant; Bill & Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary.  Absent:  Steve Austin.   (See sign-in sheet).

 

Bruce Robinson gave the opening prayer.

 

There were no announcements or discussion regarding personnel matters.

 

Jail Director Report:  Burd noted the daily inmate count of 211. He said he contacted Nate Atchison, Finley & Cook, PLLC, regarding the recent audit and was informed everything looked good.  Burd said he is not sure when the final copy of the audit will be received. 

 

Burd applauded his staff and stated staff was “off duty” but went to the jail and caroled and served popcorn to the inmates.  He noted the inmates enjoyed and said there were no major incidents over the holidays.

 

Chairman Robinson said the word was out concerning Jody Burd’s resignation. 

 

Motion was made by Jim Greenhagen and seconded by Jim Stieber approving to enter into executive session for the purpose of discussing the employment, hiring, appointment, promotion and/or resignation relating to the position of Jail Director and possibly other positions (2:35 p.m.).  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Jim Stieber and seconded by Everette Van Hoesen to reconvene into the special session of the JFA (4:14 p.m.).  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Appreciation was expressed to Jody Burd for a job well done as Director of the Kay County Detention Center.  His great leadership ability, his vision for future projects and the many things he has accomplished over the last three years were noted and admired by all.

 

Burd said his decision to resign from this position was a difficult one and one that he has given much thought.  He reflected over the last three years and stated all the accomplishments that have been made would not have been possible without the leadership and support from all of the members of the KCJFA Board; the staff at the KCDC; the Elected Officials; David Cummings, JFA Attorney; Don Jones, Jail Consultant; courthouse personnel; media; volunteers and the Kay County Citizens.

 

In closing, Burd thanked the JFA for the opportunity given him and said he hoped he served Kay County in the way it was envisioned.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber regretfully accepting the resignation letter from Jody Burd, Kay County Detention Center Director.  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Everette Van Hoesen and seconded by Lowell LeFebvre appointing Harold Hughs as the acting director of the Kay County Detention Center effectively immediately.   Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Jim Greenhagen and seconded by Wes Young authorizing Harold Hughs as the Requisitioning Officer on the County Sales Tax account (KCDC Policy recognizes this with the job title).  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Wes Young and seconded by Lowell LeFebvre to adjourn (4:17 p.m.).

Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
