The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m., Friday, November 8, 2013, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on November 7, 2013, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees – Steve Austin; Lowell LeFebvre; Jim Stieber; Everette Van Hoesen; Wes Young; Jody Burd, Director KCDC; Harold Hughs, KCDC; Melissa Sprueill, KCDC; Brian Hermanson, District Attorney; Bill & Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  Absent:  Jim Greenhagen.   (See sign-in sheet).

 

Bruce Robinson gave the opening prayer.

 

Motion was made by Everette Van Hoesen and seconded by Lowell LeFebvre approving the special meeting minutes of October 17, 2013.  Motion carried:  Austin, abstained; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

No report was given by Jail Consultant Don Jones.

 

Jail Director Report:  Burd presented handouts to members noting 218 as the headcount on inmates a 56 person increase from last year.  He went through the handouts pointing out statistics and expenses and revenues.

 

Burd said an auditor from Finley and Cook has been auditing in the building this week and with the County Clerk’s office.  He also noted the State Jail Inspector is in the building and so far there have been no deficiencies reported.

 

Burd talked about the recent jail escapees from Caddo County.  He said as part of KCDC policy and procedures he and Harold Hughs did a security audit in the jail just to double check and make sure all is well.  Burd noted things were in good shape but said some extra metal was added in places.  He said the jail was fully staffed with one person seeking a job elsewhere.

 

Questions were asked regarding:  Security audit, financial statements from accounting firm and Newkirk’s incarceration’s.  Burd answered.

 

Motion was made by Steve Austin and seconded by Everette Van Hoesen approving KCJFA regular meeting dates for 2014.  Motion carried:  Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Special Project Committee:  Wes Young said a meeting was held Wednesday, November 6, 2013 and the following were present:  Jody Burd; Harold Hughs; Don Jones; Lowell LeFebvre; Jim Stieber; Wes Young; David Cummings.

 

Young stated Don Jones, Jail Consultant, presented a footprint of the Juvenile Detention project detailing the building.  He said handouts were given regarding expenditures and projected budget.  Young mentioned many different scenarios were discussed.  He praised Jody Burd and Don Jones for all the work and studying they have put forth to make this addition a success.  Questions were asked and answered.

 

Motion was made by Everette Van Hoesen and seconded by Wes Young approving the following purchase orders/requisitions be submitted for payment:  David Cummings, JFA Attorney-$1,202.60 attorney & miscellaneous fees for October 2013; Don Jones, Jail Consultant-$900.00 consulting fees for October 2013; BOK Annual Bond Trustee Fee-$1,400.00, Invoice #5077822.  Motion carried:  Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Unscheduled public appearances:  District Attorney Brian Hermanson discussed contraband.

 

Jody Burd introduced Cindy Rice, State Jail Inspector.  Ms. Rice noted KCDC was an awesome facility and added it was always a pleasure to visit this facility.  She said that is not the case in many jail facilities.  Ms. Rice said KCDC still looks like a new jail whereas other new jails may look 10 years old.  She had many compliments about KCDC facility, administration and staff.

 

Motion was made by Everette Van Hoesen and seconded by Steve Austin to adjourn (2:55 p.m.).  Motion carried:  Austin, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.
