The Trustees of the Kay County Justice Facilities Authority (JFA) met in special session at 2:30 p.m., Thursday, October 17, 2013, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the special meeting was posted for public information on October 15, 2013, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the special meeting to order.  Those present were as follows: Trustees – Jim Greenhagen; Lowell LeFebvre; Jim Stieber; Everette Van Hoesen; Wes Young; Jody Burd, Director KCDC; Harold Hughs, KCDC; Melissa Sprueill, KCDC; David Cummings, JFA Attorney; Bill & Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary.  Absent:  Steve Austin.   (See sign-in sheet).

 

Bruce Robinson gave the opening prayer.

 

Motion was made by Everette Van Hoesen and seconded by Wes Young approving the regular meeting minutes of August 9, 2013.  Motion carried:  LeFebvre, aye; Robinson, abstained; Stieber, abstained; Van Hoesen, aye; Young, aye.

 

Motion was made by Jim Stieber and seconded by Jim Greenhagen approving the regular meeting minutes of September 13, 2013.  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, abstained; Stieber, aye; Van Hoesen, abstained; Young, aye.

 

Motion was made by Jim Stieber and seconded by Bruce Robinson acknowledging the regular meeting minutes of October 11, 2013 (no meeting was held due to lack of quorum).  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

No report was given by Jail Consultant Don Jones.

 

Jail Director Report:  Burd noted the daily inmate count of 212 with eight (8) being juveniles, 31 Department of Corrections and five (5) BIA inmates.  He indicated the head count is slowly increasing and distributed a statistical report to members.

 

Burd said his staff has received training relating to suicide situations and he mentioned work continues on the padded cells.

 

Burd told the board Harold Hughs has worked up seven (7) cases for prosecutions on items being trafficked into the jail such as marijuana.

 

Burd reiterated the need for a juvenile detention center noting the Sheriff put 2,000 miles on his new transport vehicle in less than a week’s time delivery juveniles across the state to other detention centers.  He mentioned the master plan for the juvenile area would be ready for viewing soon and said he plans to meet with Senators on October 28, 2013 to discuss funding, etc. with them.

 

Burd mentioned Tim Rathbun with Baskin Hadley & Stevens, P.C. finished financials for January through June 2013 and alluded he would try to attend the next meeting.

 

October 1st Burd started a new program called “My Body…My Life.”  His staff has received training on how to present this program to women ages 13-93.  This program is designed to help women protect themselves from violence and to bring awareness, education, violence prevention and self-defense techniques.  Currently, it is being presented in the Newkirk Schools.

 

Attorney David Cummings discussed a contingency contract with Architects in Partnership (AIP).  Cummings said this contract was approved last month subject to his review.  He said this contract was written similar to the jail contract with AIP but this particular contract was not a true contingency contract.  Cummings went over the contract with the board explaining the process, fees, etc.

 

Motion was made by Everette Van Hoesen and seconded by Wes Young approving to proceed with the contract with AIP for the juvenile detention center.  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Everette Van Hoesen and seconded by Jim Stieber approving the following purchase orders/requisitions be submitted for payment:  David Cummings, JFA Attorney-$1,028.10 attorney & miscellaneous fees for September 2013; Don Jones, Jail Consultant-$900.00 consulting fees for September 2013; Baskin Hadley & Stevens, P.C.-$1,885.00 accounting services for January 2013 through June 2013, Invoice #5368.  Motion carried:  Greenhagen, aye; LeFebvre, aye; Robinson, aye; Stieber, aye; Van Hoesen, aye; Young, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Everette Van Hoesen and seconded by Wes Young to adjourn (2:53 p.m.).
