The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m. Friday, August 9, 2013, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on August 8, 2013, at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Vice-Chairman Wes Young called the regular meeting to order.  Those present were as follows: Trustees – Steve Austin; Lowell LeFebvre; Everette Van Hoesen; Wes Young; Jody Burd, Director KCDC; Harold Hughs, KCDC; David Cummings, JFA Attorney; Brian Hermanson, District Attorney; Bill Williams and Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary.  Absent:  Chairman Bruce Robinson and Jim Stieber (See sign-in sheet).

 

Wes Young gave the opening prayer.

 

Motion was made by Everette Van Hoesen and seconded by Lowell LeFebvre approving the regular meeting minutes of July 12, 2013.  Motion carried: Austin, abstained; LeFebvre, aye; Van Hoesen, aye; Young, aye.

 

Don Jones was not in attendance to give Jail Consultant Report.  Jody Burd noted Jones is working diligently on the special project and makes contact with Burd on a daily basis.

 

Jail Director Report:  Burd provided handouts and stated the current head count is 204; he said there has been a five to ten increase each year on the head count.  He also included July bank statements and a county sales tax report noting the county sales tax is up one percent from last year.  Burd said he would like to do quarterly reporting on purchase orders and general ledger reports.

 

JFA Attorney David Cummings spoke regarding litigation on Dale Henshaw on an incident that happened last August.

 

Burd stated the State Jail Inspector was here on July 31, 2013.

 

Motion was made by Steve Austin and seconded by Everette Van Hoesen approving the following purchase orders submitted for payment:  David Cummings, JFA Attorney, $1,081.27 Attorney & Misc. Fees for July 2013; Don Jones, Jail Consultant, $900.00 Consulting Fees for July 2013.   Motion carried:  Austin, aye; LeFebvre, aye; Van Hoesen, aye; Young, aye.

 

There were no unscheduled public appearances made.

 

Motion was made by Everette Van Hoesen and seconded by Steve Austin approving to adjourn the meeting (2:43 p.m.).   Motion carried:  Austin, aye; LeFebvre, aye; Van Hoesen, aye; Young, aye.
