The Trustees of the Kay County Justice Facilities Authority (JFA) met in regular session at 2:30 p.m. Friday, February 8, 2013, in the Sheriff’s training Room of the Kay County Detention Center (KCDC) in Newkirk, OK.  Notice of the regular meeting was posted for public information on February 7th, 2013, (corrected from Agenda that read February 8th, 2013), at the Kay County Detention Center front door and Sheriff’s training room door in Newkirk, OK.

 

Chairman Bruce Robinson called the regular meeting to order.  Those present were as follows: Trustees – Carl Giddens; Lowell LeFebvre; Everette Van Hoesen; Don Jones, JFA Consultant;  David Cummings, JFA Attorney; Jody Burd, Director KCDC; Harold Hughs, KCDC; Claude Williams, Taxpayers for Transparency; Tammy Reese, Kay County Clerk/Secretary.  Absent:  Steve Austin; Jim Stieber.   (See sign-in sheet).

 

Wes Young gave the opening prayer.

 

Motion was made by Lowell LeFebvre and seconded by Wes Young approving the regular meeting minutes of January 11, 2013.  Motion carried: Giddens, aye; LeFebvre, aye; Robinson, aye; Van Hoesen, aye; Young, aye.

 

Jail Consultant Report:  Don Jones, Jail Consultant, discussed the video arraignment and security cameras and noted all is going well in the jail.

 

Jail Director Report:  Burd provided handouts and stated the current head count was 162; he commented over 100 people have been booked in and out so far during the month February and noted 45 in Department of Corrections (DOC).  He provided reports indicating number of female/male inmates, inmate’s diets, etc. and a daily statistics of inmate population and inmate intake and releases.  Burd also included in his handouts expense/revenue information.

 

Burd mentioned the video arraignment was working well and said 11 new cameras have been installed and would eventually like to have 32 additional cameras.

 

Questions were asked and answered regarding the video arraignment.

 

Burd told the board he was given $1.5 million to begin FY 2013 and requested $445,000.00 to finish out fiscal year. 

 

Don Jones said the budget was set at 220 inmates.

 

Burd added at fiscal yearend his budget would be under $30-$40,000.

 

Motion was made by Everette Van Hoesen and seconded by Wes Young approving giving Burd his second half of fiscal year budget in the amount $445,000.00.  Motion carried: Giddens, aye; LeFebvre, aye; Robinson, aye; Van Hoesen, aye; Young, aye.

 

Attorney David Cummings said he received Finley & Cooks contract for the year ending June 30, 2013.  He noted last year’s auditing fees were $12,100.00 and this fiscal year’s fees will be $12,500.00 with other expenses not to exceed $2,100.00, a 3.3 percentage increase.

 

It was mentioned Finley & Cook has performed three audits for the JFA.  Burd complimented Finley & Cook’s firm for their professionalism.

 

Motion was made by Everette Van Hoesen and seconded by Lowell LeFebvre approving the contract with Finley & Cook, CPA’s for the annual audit of the KCJFA for the fiscal year July 1, 2012 to June 30, 2013.  Motion carried: Giddens, aye; LeFebvre, aye; Robinson, aye; Van Hoesen, aye; Young, aye.

 

Motion was made by Wes Young Everette Van Hoesen and seconded by Everette Van Hoesen approving the following purchase orders submitted for payment:  David Cummings, JFA Attorney, $339.60 Attorney & Misc. Fees for January 2013 (corrected from Agenda that read December 2012); Don Jones, Jail Consultant, $900.00 Consulting Fees 1/1/2013 through 1/31/2013; Baskin, Hadley & Stevens-$1,285.00 Accounting Fees for period  January 2, 2013 through January 31, 2013 finishes first six months accounting fees.    Motion carried: Giddens, aye; LeFebvre, aye; Robinson, aye; Van Hoesen, aye; Young, aye.

 

There were no unscheduled public appearances made.
